Summary

This position is part of the Education Budget, Bureau of Indian Education. As a Lead Budget Analyst you will be responsible for working closely with the Bureau of Indian Affairs (BIA), Office of the Chief Financial Officer, and the Department's budget and finance offices to incorporate planning priorities, perform data collection, and complete financial reporting duties in support of BIE mission activities.

As a Lead Budget Analyst GS-0560-13, your typical work assignments may include the following under supervision:

  • Serve as the Lead Budget Execution Analyst, the incumbent provides management analysis and reporting in order to advise BIE management on effective and efficient budgeting, use of funds, and timely execution of funds. These duties and responsibilities help ensure BIE's resource stewardship follows best practices and departmental. OMB, GAO, and Department of Education guidance and procedures for sound financial educational resource stewardship.
  • Analysis of complex, interrelated administrative processes, e. g., budgetary, financial, information technology and procurement functions. Incumbent monitors the correctness and accuracy of BIE budgetary and financial reporting that supports BIE resource priorities and mission objectives. Duties include monitoring expiring funds and developing action plans to ensure the timely reporting and monitoring of expenditure rates and spending of expiring funds.
  • Conduct complex Appropriated and Department of Education reimbursement funds planning and analysis work, collaborating and communicating effectively with school leaders, POB budget analysts, and other stakeholder staff to develop recommendations to improve relevant budget operations concerning the effectiveness of internal controls and integrity of the Director and Deputy Bureau Director(s) budgetary and financial information.
  • Operate internal financial and budget management subsystem modules and recommends improvements in control techniques. Incumbent analyzes complex resource processing flows, integration of external system interfaces and internal subsystem financial or budget modules.
  • Recommend improvements in financial management control techniques. As a Lead Budget Execution Analyst, employee takes an active role in educating budget members, monitoring accurate and timely team submissions from data calls.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-13: Applicant must have at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in Federal service. Examples include: organization and collaboration skills to manage cyclical workloads like collecting data, finalizing budgetary reports and presenting analysis, providing input on projects at budget and financial meetings in reviewing time-line team deliverables; oral and written communication to prepare and present recommendations and solutions in areas of assignment, including preparation and presentation of reports, proposals, charts and graphs, etc.; undertake and adopt new developments in financial management concepts and techniques to implement best practices and develop team training programs to introduce new financial information reporting and analysis formats, presentations, and reports; In-depth knowledge of BIE (Bureau of Indian Education) organizational and budget structure, statutory reimbursement transfer of funds, functions, goals, objectives, and policies in order to participate in the formulation of financial program planning, policy, and procedural changes, budgets, program analysis, execution, and evaluation.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required.
