Duties

Help
  • You will manage the public affairs program for the installation, and serve as the action officer for planning and execution of local media relations, engagement and outreach efforts.
  • You will serve as senior on-scene public affairs representative or coordinator during emergency situations to provide information to local, national and international media.
  • You will develop relationships with media representatives to ensure readiness of public affairs outlets.
  • You will draft responses, speeches, or other written materials for internal and external audiences, and create videos, photos and graphics for use on web sites and social media platforms.
  • You will coordinate strategic communications and public information for the installation.

Qualifications

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical assistance for design and implementation of strategic communication and public outreach products to best inform external public audiences; 2) Developing written and visual materials for public affairs and media relations matters; 3) Responding to media queries on community relations and events; and 4) Coordinating special programs, events, ceremonies with stakeholder engagement and/or news coverage, often under tight deadlines.

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Gathering data to write news releases, feature stories, fact sheets, etc. to disseminate information; 2) Writing articles and speeches for the commanding officer; 3) Preparing and publishing photos, videos and graphics using web site content management systems and social media tools; and 4) Analyzing programs to identify the characteristics of target audiences to determine the most effective communication techniques to use in reaching this audience.

PHYSICAL DEMANDS
Work is primarily sedentary however may involve travel by automobile, aircraft, or embarking on a ship to escort visitors and/or social media.

WORK ENVIRONMENT
Work is performed in an office setting, with the occasion trips by automobile, aircraft or ship. In most cases work areas have adequate lighting, heating, and ventilation.

Education

For the GS-11 grade level:
In lieu of specialized experience, you may meet minimum qualifications with the following education:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Successful completion of an LL.M. degree that is related to the position being filled.

This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

A forty-hour work week is typical of this position. The incumbent will serve in an on call status.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
