Duties

Help

The Deputy Chief of Staff assists the Chief of Staff and Chair in planning the strategic direction of FTC programs, and in analyzing the implications of changes to programs and the laws. The incumbent creates and maintains cross-agency relationships to achieve mission success and serves as a strategic and trusted liaison to leadership, particularly for the Chief of Staff on behalf of the Chair.

The Deputy Chief of Staff's duties and responsibilities are closely associated with those of the Chief of Staff. The Deputy Chief of Staff assist the Office of the Chair in providing guidance to the Executive Director, Bureau Directors, and other agency officials on the Chair's priorities and efforts to further the FTC's mission, policies, goals, and objectives. Duties include:

  • Assisting the Chief if Staff in collaborating with the agency's senior staff in developing opportunities to advance the Chair's priorities through reports and projects that further the agency's consumer protection and competition missions. Monitoring results to ensure agency produces and clearly communicates credible, high-quality outcomes.
  • Assisting the Chief of Staff in collaborating with the Executive Director and the agency's senior staff on strategic planning initiatives to ensure that the FTC's programs emphasize the Chairperson's priorities, as well as to ensure effective delivery and measurement of results that further the FTC's mission, goals, and objectives.
  • Assisting the Chief of Staff in collaborating with the Executive Director and the agency's senior staff to manage human, financial, material, and information technology resources to accomplish the FTC's mission. This includes monitoring the operating budget, preparing budget requests with justifications, and managing resources.

The Deputy Chief of Staff reviews policy recommendations that affect agency mission, considers political, social, economic, technical, and administrative factors that potentially affect recommended policies, and recommends actions to the Chief of Staff and Chair that could have national and/or international impact.

The Deputy Chief of Staff executes and coordinates various analyses and special studies for the Chief of Staff on behalf of the FTC's Chair in a wide range of complex to highly complex issues in areas that may cross organization boundaries. Some of these studies require extensive probing, analysis, and research in determining the nature and scope of novel issues or problems.

The Deputy Chief of Staff provides advice, counsel, and assistance to the Chief of Staff on matters encompassing the full spectrum of Commission operations, as well as provides background materials and information to assist the Chief of Staff in enabling the Chair to make informed decisions regarding programs and policies to enhance the effectiveness of Commission operations. This includes working closely with the Chief of Staff and Chair in building an inclusive work culture by using the annual Federal Employee Viewpoint Survey and other workforce data to identify areas of strength, weakness, and needed improvements to enhance employee engagement. The incumbent collaborates with employees to identify actions and set targets to achieve improvements. The incumbent actively participates in FTC cultural events and programs, may serve as, or facilitate the provision of a presenter and/or panel member at agency-wide events (e.g., FTC University, new employee orientation, etc.), and partners with the Human Capital Management Office to develop and implement recruitment strategies to attract and maintain a diverse workforce.

The Deputy Chief of Staff provides leadership, oversight, and guidance in managing the operations and staff of the Office of the Chair. The incumbent approves the staff's work product or returns the work product for revision. Such work product may include press releases, Congressional testimony, formal and informal responses to legislators' inquiries, speeches, statements, and other materials.

Qualifications

To qualify for a Deputy Chief of Staff at the GS-15 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
1) Serving as a principal advisor and authority on administrative policies and procedures. 2) Utilizing analytical and evaluative methods to assess program development and effectiveness and to develop corrective measures. 3) Writing and evaluating communications and other materials for management that are aligned with agency positions and protocols. 4) Establishing lines of communication with internal and external sources in order to coordinate or gain support for organizational programs and policies; and 5) Assigning and prioritizing workloads to employees considering the assignment's level of difficulty and the employees' capabilities.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
