Help

As a COMPUTER SCIENTIST you will be responsible for the following duties:

  • Responds in a timely manner appropriate to all emergency or continuity situations and hazard threats in order to assist the Chief of Mission Assurance with providing DCSA leadership and staff with appropriate guidance to respond to and recover from to any emergency, continuity or all hazards threat event.
  • Serves as a Data Architect responsible for developing and implementing architectural solutions that are in direct support of DCSA's integration of PAEI across various mission areas.
  • Collaborates and coordinate with mission stakeholders for the development of technical capabilities that support the Agency's implementation of PAEI.
  • Work within DCSA's Ai Architectural framework and little additional guidance for Ai-enabled capability development including related technology and data integration solution recommendations.
  • Develops, formulates, advises and directs sensitive and critical operational concepts and strategies for broad spectrum programs, projects and initiatives undertaken by the PEO or Mission or Mission Support Areas in direct support of mission goals and priorities from the Director, DCSA.
  • Analyzes supported organizations missions and operations to determine current and future impacts, administrative operations and adjusts operations to meet changing conditions and situations.
  • Researches artificial intelligence (Ai) including the application of computers to solve problems and to understand the principles of human intelligence.
  • Investigates/integrates natural language processing (NLP) algorithms to enhance machine learning (ML) enabled data processing capabilities.
  • Serves as a catalyst for creative engineering/computer scientist thinking to integrate new technology capabilities and opportunities to develop more effective and responsive intelligence.

Qualifications

This position has a Basic Requirement for the 1550:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes: principles of data science, data engineering, and/or data architecture. This experience is typically demonstrated by evidence of development of Ai/ML/NLP constructs/algorithms using a variety of tools and languages. Programming experience might be demonstrated by use of python, R, java, javascript, C, C# and/or agent-based coding used in robotics.

Specifically you will be evaluated on the following competencies:
1. Data Analysis - Manipulate and exploit internal and external, structured, and unstructured data sources to accomplish organizational goals.

2. Programming Languages - Use programming languages to script and automate tasks; applies programming languages and skills across multiple platforms or frameworks.

3. Modeling and Simulation - Apply tools, techniques, and procedures to develop functional, physical, or prototype models and simulations for training, testing and evaluation, the prediction of behavior and phenomena, the evaluation of design alternatives, to support operational preparation, and to visually communicate concepts and/or validate requirements.

4. Software Engineering - Designs software utilizing the software life cycle process; develops, deploys, updates, maintains, and tests software using methodologies and tools; designs to leverage software reusability; and establishes and utilizes software engineering metrics.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level. Must have a bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
