Duties

Help

As a Management Analyst, you will:
- Serve as HUD's primary point of contact for consumer and industry partners, HUD client groups, and the general public.
- Coordinate HUD program goals and initiatives, internally, and with other federal, state, and local agencies, private sector and non-profit organizations, and planning organizations.
- Resolve sensitive, controversial and complex situations, while assessing, identifying and recommending solutions that balance Departmental requirements with community needs.
- Research, analyze, evaluate, and report on system-generated data, narrative information, and statistical data, and develops written input for briefings, data-calls, meetings, community and demographic profiles, charts, and the like.
- Conduct reviews of grantee plans and completes periodic community assessments and demographic profiles to identify major community needs, opportunities for new or sustainable development, and to assess the effective use of HUD programs and investments, and any potential conflicts or local inconsistencies between programs.

The official duty station for this position will be in Saint Thomas, Virgin Islands. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

The duty station for this position will be a home-based worksite or other non-HUD owned space anywhere within the 50 mile commuting area of St Thomas, VI, U.S. Virgin Islands.

Salary may be adjusted upon final duty location determination.
Pay will be determined based on the duty location of the position. Employees will receive the locality rate associated with the location of their home worksite.

This is a 100% telework position, in which you may reside and work at a location within 50 miles of the local commuting area of St Thomas, VI, U.S. Virgin Islands.
If selected for the position, you must sign an employment agreement prior to onboarding that details the working conditions/expectations.

Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

-Experience analyzing and evaluating issues/problems related to office operations, policies, and procedures and contributes to the development of major policies; AND
-Experience developing reports for management officials outlining findings and recommendations for improvements or solutions to field management issues/problems; AND
-Experience with recommending appropriate actions to resolve problems and assure goal accomplishment.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
