Help

As a National Payment Systems Officer, you will:

Direct, coordinate, and conduct on-site EPS examinations to ensure credit unions, CUSOs, and other third-party service providers effectively monitor and control exposure to EPS-related cyber security issues and other risks.
Make authoritative recommendations for resolution of problems not susceptible to treatment by accepted methods, to ensure compliance with the regulatory requirements and to mitigate security risks.
Conduct reviews to ensure credit unions effectively monitor and control their exposure to EPS and related technology and cyber-related security risks.
Provide expert direction to ONES examination program as it relates to all aspects of EPS, supporting technologies, and cyber-related security activities.
Provide expert guidance to ONES and regional staff including general examiners, subject-matter examiners (SMEs), Regional Electronic Payment Specialists (REPS) and Regional Information Systems Officers (RISOs) in the examination of payment systems and supporting technologies.
Advise ONES management of any changes or enhancements to regulations, policies and procedures established by the NCUA Board relating to the EPS examination and supervision activities.
Develop and interpret ONES examination policies and procedures related to EPS, supporting technologies, and EPS-related cyber security issues and other risks, such as those found inherent to Federal Reserve Banking System access, physical and logical access controls, Automated Clearing House (ACH) network participation, share draft processing, remote deposit capture, electronic bill payment, mobile payments, electronic funds transfers (EFT), automated teller machines (ATMs), card-based networks and transactions, emerging payment methods, and technologies and services provided by third-party service providers.
Instruct on EPS educational programs for ONES, EPS required training for SME designation, and regional staff including general examiners, SMEs, RISOs, State examiners and other agency staff, interagency staff, and external groups.
Identify new EPS and EPS-related cyber security trends and issues at credit unions, CUSOs, and third-party service providers and recommends corrective actions to minimize risks and strengthen internal controls.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-14 level must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector.

Specialized experience for this position is defined as experience in all the following:
1) performing examinations and audits of financial institutions; and
2) auditing and assessing electronic payment system services and internal controls; and
3) developing and delivering presentations on electronic payment systems for training purposes or exit meetings with the organization at the conclusion of an audit; and
4) reviewing and assessing independent auditors' reports on electronic payment systems, electronic payment systems compliance audits and other electronic payment system reports; and
5) serving as an advisor, at the national level, regarding policies and emerging electronic payment related trends, risks, and threats.

SALARY: Pay will be set using NCUA's compensation policy. The salary range shown in this announcement is base pay only. Actual salary will be determined upon the location of the selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied.
