Duties

This position is located within the Advisory Council on Historic Preservation (ACHP), Office of Federal Agency Programs..

At the full performance level GG-15 the major duties of this position include, but are not limited to the following:

1. Manages all ACHP activities under Section 106 of the National Historic Preservation Act and its implementing regulations, "Protection of Historic Properties," at 36 CFR Part 800 (Section 106).

2. Works closely with the executive director and the federal Agency Programs Committee, establishing priorities for all program review activities carried out by the ACHP and managing their implementation.

3. Provides direct management oversight to three assistant directors who in tum supervise sections of OFAP: Federal Property Management, or Federal Permitting, Licensing and Assistance, and Special Initiatives.

4. Evaluating and working with state and tribal historic preservation programs to help improve their overall participation in the Section 106 process and developing outreach to these important stakeholders to help them overcome obstacles to effective utilization of the Section 106 review.

5. Working with the assistant director, Federal Property Management Section, in guiding federal agencies to meet reporting requirements to the ACHP under Section 3 of Executive Order 13287.

The ACHP has determined that the duties of this position are telework eligible. Telework arrangements are subject to ACHP policy.

Salary Information
GG-15 (Step 1 salary $155,700 - Step 7 salary $183,500 per annum) GG-15 salary is capped at $183,500 per annum from Step 7 through Step 10.
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Specialized Experience for the series to which you are applying.

(1) Specialized Experience
To qualify for the GG-15, you must possess at least one full year of specialized experience equivalent to the GG-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: Professional level work providing cultural resource program support and professional advice in a position whose main function is centered on cultural resources and Section 106. This includes participating in Section 106 consultations with State Historic Preservation Offices (SHPOs) and/or Indian tribes and conducting, developing, or reviewing cultural resource projects or studies in support of Section 106 reviews.

If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
