Summary

Duties

Help

  • Serve as a Data Scientist Program Officer and recognized authority in data science and is charged with leading the conceptual formulation, design and implementation of data and knowledge-driven methods that address the evolving needs of NIDA.
  • Initiate working with other Program Officers focused on data science, informatics, and computer science, informaticists and computer scientists in advancing novel data science methods and resources both inside and outside of NIH, nationally and internationally.
  • Communicate new data science findings with the greater scientific community through publications in scientific and peer-reviewed journals as well as paper and poster presentations at conferences.
  • Lead or otherwise contributes as a recognized expert in the design and implementation of computer-based solutions, including tools, techniques and practices that broaden the use of NIDA data sets and knowledge bases and ensure access to research data throughout its lifecycle.
  • Serve as a member of committees or work groups at the agency or department level as well as on interdepartmental groups. In this capacity, the incumbent provides professional expertise as well as representing NIDA on matters relating to policy and interpretation of resource requirements for data science.

Qualifications

In order to qualify for the Data Scientist GS-1560 position, you must meet the following basic Office of Personnel Management prescribed occupational series requirement described in the following questions A and B. All education, unless completed outside the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed.

A. I possess a Bachelor's degree, or graduate/higher level degree in Mathematics, statistics, computer science, data science or field directly related to the position.

OR

B. I possess a combination of education (at least 30 semester hours) and additional appropriate/related experience that is the equivalent to a major in mathematics, statistics, computer science, data science or a field directly related to the position.

AND

FOR THE GS-12 LEVEL: In addition, in order to qualify for a Data Scientist, GS-1560 at the GS-12 level, you must have at least one-year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, which includes creating and modifying applications using programming languages (e.g., R, Python, SQL, Java, C/C++, Julia) to facilitate neuroscience-related data clean-up, standardization, analysis, and retrieval efforts across a scientific research organization; Presenting neuroscience research findings through data visualization techniques (e.g., interactive dashboards, charts, graphs) using programming languages (e.g., R, Pyton, SQL, Scala, Java, C/C++, Julia) or software packages (e.g., MatLab, Tableau); analyzing large scientific datasets using predictive analytics, such as the Natural Language Processing (NLP) or other Artificial Intelligence (A.I.) tools.

FOR THE GS-13 LEVEL: In addition, in order to qualify for a Data Scientist, GS-1560 at the GS-13 level, you must have at least one year of specialized experience at or equivalent to the GS-12 level in the Federal service obtained in either the private or public sector, which includes partnering with the relevant stakeholders (e.g., researchers, leadership) to build consensus around neuroscience data analysis, visualization, knowledge management systems, standardization, integration, and sharing. This specialized experience includes the following types of tasks: Advising on the architecture, infrastructure, technology evaluation, short and long-term planning, etc. of scientific data and knowledge management systems; Identifying strategies and implementing approaches to understand and respond to evolving neuroscience research data needs; Integrating computer systems for working with scientific data; Creating and modifying scientific research applications using common programming languages (e.g., R, Python, SQL, Java, C/C++, Julia) to facilitate neuroscience-related data clean- up, standardization, analysis, and retrieval efforts across a scientific research organization; Presenting neuroscience research findings through data visualization techniques (e.g., interactive dashboards, charts, graphs) using programming languages (e.g., R, Python, SQL, Scala, Java, C/C++, Julia) or software packages (e.g., MatLab, Tableau); analyzing large scientific datasets using predictive analytics, such as the Natural Language Processing (NLP) or other Artificial Intelligence (A.I.) tools.
