Duties

The Senior Advisor for Risk Management and Regulatory Affairs reports to the Deputy Assistant Secretary (DAS) for Risk Management and Regulatory Affairs (RMRA). The primary responsibility of the incumbent is to serve as a principal advisor to the DAS on RMRA issues and programs. The incumbent is required to keep abreast of conceptual RMRA issues which may have an impact on current or future missions. The Office of the DAS for RMRA provides oversight, data analysis and recommendations for the Office of Housing's programs on an aggregated, as well as program basis. Because the Office of Housing conducts its operations in the national marketplace, the incumbent must make authoritative decisions with respect to current Government policies and practices along with industry practices, customs, laws, and regulations in the areas of mortgage finance and servicing.

MAJOR DUTIES AND RESPONSIBILITES

Advises and assists the DAS in the monitoring of programs and the evaluation of issues that impact the operations of the Office, and as they affect the program efforts of the Office and in carrying out its responsibilities. Serves as an agency representative and technical authority to provides analysis, technical insight, advice, and recommendations on: unprecedented, complex, sensitive risk management matters with national impact; rulings and decisions that affect the agency as a whole; and proposed recommendations and laws. Also evaluates advantages and disadvantages of various approaches and conducts special studies on the effects of proposed regulations and/or legislation.

  • Assesses the risk exposure implications of proposed programs, and counsels the DAS onthe prudence of going forward. Builds, maintains, tests, and validates risk models and collaborates with the program areas in the definition of risk metrics. Develop, maintain, and update risk models. Collaborates with the program areas to gather and store data, design management reports, provide functional support to risk database, and provide qualitative analysis on reports. Compiles, researches and/or coordinates the assembly of information and/or documents for the use of the DAS in meetings, public appearances and appearances before Congressional Committees.
  • Exercises considerable judgment and originality to provide analysis, prepare estimates, and make recommendations with potentially large financial consequences to the agency, often in a short time frame and with little data; and develop creative techniques to address issues. Prepares special risk-related reports on FHA program matters.
  • Secures key information and develops or suggests major procedural or substantive means for implementing or modifying programs in RMRA. Advises and assists the DAS in overall resolution of broad policy and programmatic problems and represents the DAS in special meetings, conferences or negotiations within the Department, with top officials of other Federal agencies and with members of key Congressional Committees and with high officials from State and local governments.
  • Leads designated task forces and special work groups to resolve wide ranging problems relating to RMRA programs. Works with and devises plans for improved delivery of programs and services. Keeps the DAS advised of the major outcome of task forces and discussions.
  • Participates on ad hoc committees, task forces, etc., on various policy and program matters. Leads review teams to assess the level and quality of services being provided in furtherance of the office and departmental programs. Coordinates program and policy development efforts with other departments, public and private sector organizations, housing industry partners and other organizations concerned with HUD business. Monitors the development of such actions and keeps the DAS of Risk Management and Regulatory Affairs fully apprised of progress.
  • Incumbent is responsible for providing advice and guidance on special projects assigned by the supervisor. Advisory oversight involves exceptional coordination and integration of a number of very important and complex risk financial programs or program segments. Advice and expertise provided will affect major decisions and actions that have a direct and substantial effect on Risk Management and Regulatory Affairs programs.
  • And incumbent must demonstrate a strong sense of urgency about solving problems, meeting challenging deadlines, and achieving critical goals. The incumbent is responsible for executing and delegating deliverables to ensure that timelines and results are achieved by holding self and others accountable. The incumbent must also establish and maintain relationships internally and externally that are critical to the success of the Office.

SPECIALIZED EXPERIENCE

As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knoweldge, skills and abilities outlined under MandatoryTechnical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or localgovernment, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements, specialized experience, and all mandatory technicalqualifications may result in disqualification.

Applicants must have at least one year of actuarial experience equivalent to the next lower grade level (i.e., GS-15 or equivalent). Specialized experience includes work requiring the application of knowledge (i.e., mathematics, statistics, business, finance, economics, and insurance) to programs or problems related to defining and articulating risk management strategies.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. You must fully address each MTQ to be rated for further consideration. To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level (GS-15 level or equivalent) which demonstrates ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below.

Mandatory Technical Qualifications (MTQs):

  • MTQ1 - In-depth knowledge of working in risk management for a financial institution or for a government agency (including monitoring and managing exposure), and experience managing mortgage credit risks.
  • MTQ2 - Demonstrated the ability to develop and implement organizational policies, plans, procedures, and operations guidelines resulting in a strong, sustainable management and control framework that successfully mitigates credit and operational risk.
  • MTQ3 - Skill in interacting with high level officials in the Federal, State, and local government, real estate, and mortgage lending industry, and with various clients and private interest groups.
  • MTQ4 - Demonstrated skill in written communications to include writing recommendations, including complex reporting narrative, developing written materials for program decision and creating presentations on sensitive, controversial, or complex topics. Conducting presentations to senior agency officials, reviewing and approving evaluation reports for accuracy and technical competency. Preparing reports or papers developed as a result of monitoring or reviewing a variety of research material, correspondence and/or similar documents.

Time-in-grade requirements do not apply to SL positions. Qualification requirements must be met by the closing date of this announcement.

This position has a positive education requirement. Applicants must meet one of the following requirements:

A. Bachelor's Degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

B. Combination of education and experience that includes both 1 and 2 below:

(1) Technical work experience in actuarial support work or in mathematics; and

(2) Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.
