As a Senior Economic Development Policy Advisor (Public Notice Flyer), you will:
Policy Development and Implementation:
Interpret policy guidance and makes recommendations to senior management with the aim of anticipating strategic trends and issues which programs should address.
Participate in national programs decision-making regarding the design of programs and provide mid-to long-term alternatives for consideration by senior management.
Provide information and guidance on innovative funding sources for national programs with goals to increase investments and outcomes.
Writing and Communication:
Prepare decision papers, memos, information sharing materials reports reflecting policy analysis for senior management and external partners.
Summarize findings and respond to inquiries and requests for information and coordinates them as appropriate. Authors after-action reports, internal program reviews, and EDA-wide literature.
Develops produces, and prepares policy statements and written materials, including briefing or issue papers and memoranda for senior EDA and Department officials, including the Secretary and White House officials for the purpose of meetings, speeches, interviews, and testimony.
Collaborate with Office of External Affairs to develop brochures, pamphlets, and other outreach materials as required.
Measurement and Evaluation:
Assures effective implementation of policies and programs through extensive policy evaluation and recommendations for senior management action.
Collect participant feedback and produces lessons to guide program modification and internal review.
Document methods and formats for tracking programmatic developments, new program activities, and after-action policy reporting.
Regularly maintaining an up-to-date dashboard on the key metrics to monitor progress and potential issues for the programs.
Stakeholder Management:
Effectively build and maintain relationships with key stakeholders to ensure they are appropriately engaged on implementation, including but not limited to:
Applicants and grantee organizations
Special interest groups (e.g., minority-focused groups, economic development organizations, trade associations)
Congress
Other offices and bureaus within Department of Commerce
Other federal agencies
White House
Thought leaders and researchers.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as experience:
Conducting research and working with stakeholders on issues involving economics OR
Evaluating a range of Economic policy issues; AND
Conducting specialized analyses of economic policy risks; AND
Communicating results of research and analysis and making policy recommendations to senior decision makers.

There is no positive education requirement for this position.

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under the Consolidated Appropriations Act, 2023's Hiring Authority as an employee under the Excepted Service for a period not-to-exceed two (2) years.
