The position is located within the Department of Homeland Security (DHS), Office of the Inspector General (OIG), in the Headquarters Operations Division (HOD) within the Office of Investigations (INV) in Washington, DC. INV is responsible for investigating and bringing to the appropriate criminal and civil justice system, those individuals and organizations involved in financial, administrative, civil, or criminal misconduct relating to DHS programs and operations.

As a Director, under the Assistant Inspector General of Investigations (AIGI), HOD, the incumbent has oversight over operational and functional development, implementation and supervision of DHS-OIG Headquarters investigative and administrative operations in their assigned area in INV.
Typical assignments include:

  • Serve as the technical and programmatic OIG liaison with the Department's law enforcement bureaus for complex and sensitive oversight reviews. Manages INV's reporting of investigative cases and other technical activities and operations to maximize the effective use of reported information in the development of new techniques.
  • Oversee the overall planning, direction, and timely execution of investigative activities in assigned subordinate offices and makes major decisions that have a direct and substantial effect on assigned organizations and the programs managed.
  • Direct and coordinate in-depth reviews and evaluations of criminal investigation program operations. Identifies areas requiring additional or decreased OIG investigative and/or oversight attention.
  • Draft and prepare concise, logical reports of investigations and summaries, including recommendations for prospective and corrective action for the Office of Investigations. Participates in the formulation, interpretation, application and execution of plans, policies, standards and procedures affecting the conduct of investigations and activity to deter criminal activity and misconduct by DHS officials and employees. Prepares reports and testimony supporting the mission, goals and objectives of the Office of the Inspector General to include testifying as a government witness before Grand Juries, in the court (in criminal cases) and at administrative hearings in non-criminal cases.
  • Frequent contacts are with high-ranking officials and management officials in DHS Departmental Offices, the Department of Justice and other Federal, State, and local law enforcement agencies. Individuals or groups from outside the agency include consultants, contractors, vendors, general public or representatives of professional associations. These contacts usually take place in meetings and conferences and unplanned contacts for which the incumbent is designated as a contact point.

Qualifications

You qualify for the GS-15 grade level (starting salary $155,700.00) if you possess one year of specialized experience at the GS-14 grade level performing duties such as:

  1. Overseeing the operational and functional development, implementation, and supervision of the agency's investigative activities.
  2. Participating in and advising Senior Leadership (i.e. the DIG and AIGI)in the development and implementation of agency's investigative policies, procedures and programs to allow the Department to effectively carry out its mission and meet national policy objectives.
  3. Supporting the efforts of senior leadership (i.e. DIG and AIGI) in coordinating joint efforts with other OIG Program Offices.
  4. Responsible for timely completion of the Semi-Annual Report to Congress and other required data requests/reports within INV's responsibility.
  5. Managing investigations of major importance which are frequently sensitive or complex and which have a high-level Agency interest.
  6. Developing work plans for the most effective utilization of resources; ensuring investigations are pursued, documented, and finalized in accordance with laws and regulations, and OIG policies and standards
Additional Requirements:
  • Training Requirement: This position requires that you have completed the eight week basic criminal investigator course at the Federal Law Enforcement Training Center in Glynco, GA or its equivalent (USPS Inspector Academy, DEA Academy, FBI Academy, Army-CID Special Agent Course).
  • Firearm Requirement: This position requires you to be authorized to carry a firearm and maintain firearm proficiency. Therefore, it is subject to the Lautenberg Amendment, 18 U.S.C. Section 922(g) (9) and you will be required to verify that you have not been convicted of a misdemeanor crime of domestic violence.
  • Medical Requirement: This position requires you to maintain physical fitness standards set by the agency. Physical stamina, excellent eyesight and hearing, and emotional stability are essential. The duties of positions in the criminal investigator series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
