As the Accountant in this position, you will:

  • Maintain accounting and financial systems servicing the FEC to ensure that existing systems meet all legislative, U.S. Government Accountability Office Joint Financial Management Improvement Program (JFMIP), Federal Accounting Standards Advisory Board (FASAB), Treasury Department, and Office of Management and Budget (OMB) reporting requirements.
  • Support financial statement audits, and prepare and respond to Prepared by Client requests and meet with external auditors to develop work plans, draft financial statements and related notes
  • Perform reconciliation of accounts to ensure subsystems agree to the General Ledger and/or Treasury balances and prepare journal entries to adjust balances as necessary..
  • Plan and coordinate problem resolutions that involve a number of organizational entities, such as collaborating with program offices and other CFO staff in planning needed revisions to the FEC integrated financial management system by ensuring that interfaces with the accounting system are developed properly to ensure that the information obtained/transmitted is correct and that the integrity of the accounting system is maintained.
  • Develop recommendations for improvements in internal controls and develop justification for financial/accounting policy to prevent waste, fraud and abuse and discourage errors and irregularities.

Qualifications

In order to qualify, you must meet the Basic Requirement and Specialized Experience requirement described below. Your resume must clearly describe your relevant experience. To qualify based on education, a copy of your unofficial transcripts must be provided with your application.

Basic Requirement:
A. Bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
-OR-
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience Requirement:
For GS-12:
One full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in private or public sectors), serving as an Accountant performing the following tasks: (1) applying accounting theories, practices, methods, techniques and procedures; (2) analyzing financial data and preparing financial reports; (3) reconciling general ledger accounts or groups of accounts to ensure consistency and accuracy; and/or (4) verifying the accuracy of accounting data and adequacy of supporting data.

For GS-13:
One full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in private or public sectors), serving as an Accountant performing the following tasks: (1) applying accounting theories, practices, methods, techniques and procedures; (2) analyzing financial data and preparing financial reports; (3) developing recommendations for improvements to accounting procedures to prevent waste, fraud, abuse and irregularities; and/or (4) developing new organizational level financial management practices, guidance, and/or procedures.

In addition, you must provide a cover letter (up to 2 pages) describing your experience/accomplishments with the specific competencies identified below.
  • Accounting Operations: Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability.
  • Financial Analysis: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
  • Financial Systems: Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
  • Internal Controls: Knowledge of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies).
Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer or unpaid experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
