Help

You will:

  • Advise the Regional Administrator and management staff on communications best practices and collaborate with other regions and headquarters communications staff to ensure consistency;
  • Serve as regional expert on the development of communication plans for specific communities or diverse audiences with different points of view;
  • Establish relationships with media representatives and specialized groups to communicate new initiatives/activities that directly influence public knowledge and understanding of the Environmental Protection Agency's policies and programs.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Current federal employees in the competitive service selected for this position would be moved to the excepted service: Your acceptance of the time-limited excepted service appointment will result in you leaving the competitive service. Under this appointment you may be subject to new requirements.

If you are selected, the duration of the appointment will be a trial period.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as developing communication strategies and/or public affairs strategies in the public, private, or non-profit sector; and preparing communications and/or written products such as press releases, fact sheets, briefings, and/or web content.

Your application package will be used to evaluate your competencies in the following areas: 1) Ability to identify appropriate social media channels, techniques, and strategies to solicit public input; 2) Skill in developing relationships with media representatives, regional managers, and program staff; 3) Skill in oral communication; 4) Skill in developing written materials; 5) Knowledge of environmental programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
