As a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT) (Title 32), GS-0308-9, you will provide technical assistance to staff of the assigned military unit on matters primarily relating to support functions such as computer system support, records, and information management and for the assigned Group/Squadron/Flight.

Major Duties - This is NOT an all-inclusive list:

  • Assist leadership in moving towards implementation of effective knowledge management practices.
  • Advise Leadership on enterprise-wide data governance frameworks with a focus on the improvement of data quality and the protections of sensitive data through the use of standards, principles, governance, metrics, processes, related tools and data architecture to change organizational behaviors.
  • Provide guidance and training concerning information privacy, confidentiality, security, disclosure and sharing of information collected regardless of media.
  • Aid the organization with meeting statutory records management requirements, to include training, policies, and technologies used to identify, organize, protect, share, archive, and dispose of official government records through the use of automated management systems, instructions, and general guidance from higher headquarters.
  • Assist in the management of the Records Management (RM) and Records Life Cycle Program for the assigned Group/Squadron/Flight according to Air Force directives.
  • Manage reports, matrices, and requests for information, as well as collaborative planning tools to ensure timely delivery of decision-quality information to organizational stakeholders.
  • Use various software to enhance access to relevant cross-functional information.
  • Utilizing various information systems, maintain user access controls, electronic records structure, permissions, storage, password controls and procedures using applicable security policies and regulations.
  • Maintain integrative dashboards of data to enable informed decision-making.
  • Provide EIS web management and administrative support.
  • Promote use of knowledge management and information sharing practices.
  • Facilitate collaboration for the assigned Group/Squadron/Flight through use of the latest technologies.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Recruitment and relocation incentives may be available for this position.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • Must be certified IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and obtain Special Experience Identifier (SEI) 264, IAW current AF directives. Information Assurance - Technical Level II (IAT II), IAW current AF directives.
  • Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and/or Geographically Separated Units (GSU). Due to distances involved, travel may involve one or more overnight stays.
  • Must possess a secret clearance and may be required to obtain a top secret clearance with eligibility to access sensitive compartmented information (TS-SCI).

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted, not to exceed MSgt.

SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes 24 months experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, that is typically in or related to the work of the position to be filled. Such examples are, Utilizing various information systems; knowledge of electronic records structures; ability to manage reports, matrices and requests for information; skilled in the use of various software, and web managements support; knowledge of Air organizations, missions and procedures.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
