Duties

As a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0346-5/7/9, you will control and coordinate various plans and programs involving aircraft logistics to include mobility, contingency, financial and facility management, and maintenance manning; and to accomplish budget formulations, and execution evaluations of logistics operating funds and Operations and Maintenance (O&M) funds for Depot Level Repairables (DLRs).

Major Duties - This is NOT an all-inclusive list:

  • Plan and anticipate allotment of logistics operating funds and DLRO&M funds for the logistics organization.
  • Prepare, justify, and submit unfunded and unprogrammed requirements through the logistics chief to the Financial Management Board.
  • Prepare or edit narrative justifications for projected funding needs to the Comptroller Division.
  • Meet with the logistics chief, staff members, and supervisors to inform of requirements, tasks and changes as they occur, and advises personnel of their responsibilities
  • Formulate the annual logistics operating budget and DLR O&M budget for the logistics division for inclusion in the base financial plan.
  • Analyze logistics operating and DLR O&M funding provided and ensure quarterly allotment to maintenance is adequate to meet projected requirements.
  • Control the workday accounting program for logistics and tracks usage and requirements for the fiscal year.
  • Advise on manning and personnel assignments, changes, needs and problem areas.
  • Advise the logistics division chief when manpower authorizations appear unbalanced based on analytical and statistical studies.
  • Control and monitor logistics manning authorizations and personnel assignments for civilian and military personnel.
  • Control and monitor the operation and logistics of the personnel subsystem of the CAMS.
  • Control the facilities management program in the logistics division.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.


Military Grades: Enlisted only, not to exceed MSgt.

GENERAL EXPERIENCE: MUST possess experience, education or training involving judgment and/or analytical ability in the logistics field; experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes at least 24 months experience, education, or training involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities); experience integrating actions of a variety of specialized support activities in order to meet program goals; experience interpreting and applying regulations, laws or practices; experience planning and organizing work assignments. GS-07 Level - MUST possess specialized experience which includes at least 12 months experience, education, or training involving knowledge of organizations and their functions in logistical support; experience integrating actions of support activities to meet program goals; experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks and comply with regulations, laws or practices. GS-05 Level - MUST possess specialized experience which includes at least 6 months experience, education, or training organizing functions that provide logistical support (i.e., supply, maintenance, quality assurance, facilities, etc.); experience in performing simple, routine and repetitive functions.

In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
