Help

The successful candidate must be highly motivated, exhibit a high degree of leadership, and demonstrate experience planning and completing special projects and complex criminal investigations.

The position is advertised at the Specialist Band level and the base salary range is $99,908 - $129,878. Locality Pay is authorized and compensation includes Law Enforcement Availability Pay (LEAP) under the 1811 Series. The job also provides coverage as a primary position under law enforcement retirement.

The promotion to the Specialist Band under this announcement is temporary and limited to this particular position. The selected candidate will be required to sign a Memorandum of Understanding (MOU) regarding the temporary nature of this appointment. This temporary appointment is not to exceed 24 months (2 years) and can be terminated at any time at management's discretion. All salary calculations (PES, COLA, etc.) will be based on the permanent journey band position salary. The selectee will be returned to his/her previous position (at previous pay and grade), or a different position of equivalent pay and grade as his/her previous position, upon termination of the temporary promotion. The return to previous pay and grade is not an adverse action and is not subject to appeal procedures.

Relocation expenses will not be paid.

VACANCY / DUTY LOCATION:

This position will be filled within the Northeast Area Field Office (the successful candidate will be assigned to his/her current AFO).

Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

  • Serve as the Area Field Office (AFO) primary point of contact for the agency's National Threat Management program.
  • Assist the National Threat Management Coordinator (NTMC) in development of policies and procedures relevant to the threat management program.
  • Ensure AFO threat management training records are complete, accurate and entered by instructors into the training database in accordance with policy.
  • Maintain AFO calendar of threat management training events for all offices located within the AFO. This calendar is available to AFO agents to ensure adequate notice of required quarterly/annual threat management training, locations, dates and times is available.
  • Ensure newly hired agents receive all threat management related equipment, training, and complete initial weapons qualification.
  • Act as the AFO POC for all threat management related initiatives by HQ IOC or the NTMC, to include threat management conferences, telecoms, and data-calls, status of the AFO instructor cadre and pending instructor training assignments.
  • Ensure ammo inventory reports for individual AFO offices are up-to-date, and report quarterly results to the NTMC. At AFO management discretion, conduct onsite ammo inventories.
  • Serve as the AFO representative for QAR Self-Assessment and onsite agency QAR as relevant to the threat management program.
  • Coordinate firearms maintenance with AFO armorers and/or weapon manufacturer.
  • Act as the AFO POC for the annual Physical Fitness Test, ensuring Physical Fitness Instructors properly document and report PT Test results to HQ via the PT Test SharePoint site.
  • Provide briefings to AFO management on ongoing threat management issues and updates.
  • This position is designated as a collateral duty, and the successful candidate will be required to maintain a normal caseload in the OI Assignment Based Evaluation (ABE) system.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Current USPS-OIG 1811 NEAFO employees. Other applicants will not receive consideration. The successful candidate will remain assigned to his/her current AFO/Duty Station.
  • At least 5 years of professional federal law enforcement experience.
  • At least 3 years of experience as a certified instructor with the Postal Service OIG in at least one of the following threat management disciplines: Firearms Instructor, Control Tactics Instructor, or Officer Tactics instructor (Basic Tactics and Active Shooter).
  • Must be a current Firearms Instructor, Control Tactics Instructor, or Officer Tactics Instructor (Basic Tactics and Active Shooter).
  • Have received a met expectations performance rating for the latest two performance appraisals (FY 2021 and 2022).
EVALUATION FACTORS

You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.

Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Evaluation Factors listed below:
  1. Knowledge and demonstrated experience developing or managing programs or special projects relative to the threat management program
  2. Demonstrated ability to collaborate or coordinate with other federal, state and local law enforcement agencies
  3. Knowledge and demonstrated ability to define problems, analyze alternatives, and recommend appropriate corrective measures, policy changes, and new techniques
  4. Demonstrated ability to effectively communicate, both orally and in writing, facts and circumstances of special project and investigations to individuals and/or groups
You will no longer be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; or receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
