These positions are located in the Youth Justice and System Innovation Division of the Office of Juvenile Justice & Delinquency, Office of Justice Programs, Department of Justice. Major duties include:
Grant/Cooperative Agreement Compliance Monitoring: Develops, analyzes, and interprets juvenile justice prevention and intervention services, system reform, youth-focused programs, and youth victimization grant and/or cooperative agreement policies, Standard Operating Procedures, and guidelines. Provides training, technical assistance, oversight, expertise and consultation to internal staff, management and program officials, awardees, review panels, applicants, recipients, and sub-recipients.

Pre-Award Functions: Performs a variety of pre-award functions for juvenile justice prevention and intervention services, system reform, youth-focused programs, and youth victimization grants and/or cooperative agreements including designing, developing, and/or preparing solicitations; reviewing, analyzing, and evaluating applications, plans, and estimates received in response to particular programs and Request for Application (RFA) requirements; conducting financial reviews of applicants to evaluate fiscal integrity and financial capability, examine proposed costs, and determine whether the budget and budget narrative accurately explain the project's costs and whether those costs are reasonable, necessary, and allowable; conducting pre-award negotiations on matters such as terms and conditions of awards, costs, schedules, and oversight responsibilities; and providing applicant support during the solicitation period.

Post-Award Functions: Performs a variety of post-award juvenile justice prevention and intervention services, system reform, youth-focused programs, and youth victimization grants and/or cooperative agreement management tasks including conducting post-award reviews and analyses to identify and resolve management, financial, and administrative issues; providing training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, and recipients; establishing performance measures and monitoring and assessing awardee performance; and reviewing completed awards, making appropriate adjustments or disallowances. Processes close-outs of grants and/or agreements, ensuring compliance with programmatic, administrative, and fiscal requirements of relevant statutes, regulations, policies, guidelines, and with grantee stated objectives, and the applicable implementation plan.

Project Planning or Accomplishment: Plans and manages special projects or program issues with broad impact for OJJDP, such as those on an OJJDP or nation-wide level that ultimately result in advances for the juvenile justice and child protection fields. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyses, and initiatives that have high priority for OJJDP and resolves complex issues related to juvenile justice and youth victimization issues and services. This involves producing complex analyses and written reports; organizing special workgroups or other gatherings; developing training workshops; initiating program reviews; and/or developing or fostering cross-agency activities, as well as utilizing an in-depth understanding of current and emerging issues and problems in the provision of services for at-risk and high-risk youth.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include: served as a technical expert in the administration of a wide variety of complex juvenile justice, child protection, youth-focused and youth victimization programs, and was called upon to provide advice, guidance, and information on these programs; work covered grant topics related to juvenile justice prevention and interventions services, system reform or youth-focused and/or youth victimization to include formula and block grants as well as discretionary grant programs, technical assistance, research and evaluation; actively involved in juvenile justice grants and/or agreement administration processes, from solicitation and application development or review to awarding and/or project management and implementation.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

- Knowledge of the laws, regulations, rules, policies, and procedures, and methods governing assessment and administration of activities concerning the adherence by the States and Territories with federal statute and regulation governing implementation of various juvenile justice programs.

- Ability to communicate in writing.

- Knowledge of the laws, regulations, rules, policies, procedures, and methods governing juvenile justice Federal grants, cooperative agreements, and awards.

- Ability to communicate effectively other than in writing.

- Ability to apply methodologies and techniques in juvenile justice to identify and resolve program implementation and technical assistance issues.

- Ability to plan, develop, and execute work related to juvenile justice grants management compliance and oversight.

-Ability to plan, develop, and execute work related to juvenile justice, child protection, youth-focused and youth victimization programs.

-Ability to apply analytical methods and techniques in the identification and resolution of juvenile justice grant and/or cooperative agreement administration issues.
