This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
Administers and evaluates permits, including pre-application consultation,evaluating applications, and monitoring permit compliance.
Coordinate proposed projects with the applicant, their agent, consultants, or attorneys; thegeneral public, and elected officials such as Federal and State governmental representatives, andother governmental agencies.
Investigate unauthorized work.
Develop and determine appropriate enforcement actions, including estimating the possible response and outcome.
Develop, implement, and administer program initiatives and requirements such as local permit or enforcement operating procedures,
Prepare scope of work and government estimates; ensuring the contract award occurs.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states

Specialized Experience: One year of specialized experience which includes applying governing public laws to include the Clean Water Act, Rivers and Harbors Act of 1899, Endangered Species Act, Magnuson- Stevens Fishery Conservation and Management Act, National Historic Preservation Act, and the National Environmental Policy Act; managing Regulatory permit workload including pre-application consultations, evaluation of permit applications, monitoring of permit compliance, and violations and enforcement actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
