Summary

This position is located in the Department of Defense Office of Inspector General (DoD OIG), Alexandria, VA. The incumbent of this position serves as a Security Specialist (Counter Insider Threat Program-(C-InTP)) within the Office of Security. Serves as a member of C-InTP team for the management, oversight, and protection of National Security Information (NSI), Controlled Unclassified Information (CUI), personnel, and facilities within the DoD OIG.

Duties

Help
  • Utilizes DoD Insider Threat Management and Analysis Center (DITMAC) Systems of Systems, National Insider Threat systems and tools to collect, evaluate, and analyze information and report potential and/or actual insider threat activities.
  • Assists in review of User Activity Monitoring (UAM) generated data to identify anomalies potentially indicative of an insider threat.
  • Refers substantiated investigations to appropriate management, counterintelligence, Counter-Insider Threat Program Manager, DITMAC, and/or law enforcement agencies for further actions.
  • Assists with implementation and management of insider threat and network UAM collection requirements specific to DoD OIG.
  • Assists in proactively identifying and assessing potential threat information, recommending mitigation efforts, and incorporating findings into formal reports.
  • Conducts analysis in support of operational activities to assemble, correlate, evaluate, and assess information concerning counterintelligence related insider threats against DoD OIG resources.

  • Must be a U.S. Citizen.
  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov) .
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade:

For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.

You must have at least one year (52 weeks) of specialized experience at the GS-12 level in the Federal service or at an equivalent level. Specialized experience is defined as the ability to collect, evaluate, and analyze information and reports in an effort to identify potential and/or actual insider threat activities; deliver detailed briefs to leadership on potential and/or actual threats to the agency; perform reviews and critical assessments of events generated from UAM data; refers substantiated investigations to appropriate DITMAC management, counterintelligence, Counter-Insider Threat Program Manager, and/or law enforcement agencies for further actions.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experienceat the GS-12 and higher grade level.
