Summary

The incumbent will support operations in the Office of Research Evaluation and Operations (OREO) in the Division of Extramural Activities (DEA) of NIDDK. Within DEA, OREO oversees and coordinates disease coding and reporting for the NIDDK extramural program, especially by coordinating the Research, Condition, and Disease Categorization (RCDC) process and organizing manual data collections for special reports and excepted coding categories.

Duties

Help

  • Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives; and analyze and integrate program financial, technical, and other information.
  • Define goals to be met on major program issues, recommend a course of action, and implement the course of action chosen for various administrative areas of the organization, such as budget and fiscal management, supply, service and equipment procurement, personnel and workforce utilization, contract negotiation, construction and renovation, or space utilization.
  • Develop detailed plans, goals, and objectives for the long-range implementation, administration and change of the assigned program, and develop criteria for evaluating the effectiveness of the program.
  • Serve as an expert program analyst and provides assistance in one or more of the following areas: policy analysis, program oversight, evaluation activities, strategic planning, and research coordination.
  • Develop and review legislative, regulatory and budgetary proposals.
If you are selected at the GS-11 or GS-12 level, you will essentially perform the same duties as those at the full performance level described above, however, duties are less complex and will be performed under closer supervision with more detailed guidance.

Qualifications

You qualify at the GS-11 level, if you meet the following qualification requirements:

A. Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR

B. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing the effectiveness, efficiency and productivity of conventional problems involving program operations; reviewing the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; gathering and organizing statistical information to improve the effectiveness and efficiency of program operations; and drafting recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations; OR

C. a combination of post baccalaureate education that is related to the position and experience that meets 100% of the qualification requirements for this position.

You qualify at the GS-12 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing and measuring the effectiveness, efficiency and productivity of organizational programs; performing studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; implementing procedures to improve the effectiveness and efficiency of program operations; and recommending and implementing operations solutions to senior management.

You qualify at the GS-13 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of organizational programs, and interpreting findings resulting from studies; leading studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; establishing study methods and techniques to be utilized in complex studies and audits; and developing study objectives related to program operations, and recommending and implementing operations solutions to senior management.
