Duties

Help

Exercises managerial authority for the NAF internal review program, to include responsibility for developing and executing an annual audit plan. Plans, organizes, and directs the operations of the NAF Branch. Works closely with high-level program officials to develop overall goals and objectives for assigned functions and programs.

Assumes comprehensive responsibility for audits undertaken and requires frequent contact with program managers and division chiefs to ensure completion of audits. Briefs, informs, and convinces officials on the validity of the audit program and methodology/procedures used to gain acceptance and approval.

Ensures compliance with accounting and operational policies and provide interpretation and guidance to management officials to achieve program results and proper internal controls. Identifies financial and operational trends of MWR activities to ensure quick identification and resolution of issues and to provide activities with recommended courses of action to reverse unfavorable trends.

Supervises a staff of internal review auditors. The incumbent is responsible for planning and organizing audits and providing direction and technical/professional guidance to NAF audit team. Plans work to be accomplished by subordinates; sets priorities and establishes schedules for work completion. Assigns work based on priorities, requirements of assignments, and capabilities of employees.

Reviews work completed by subordinates--accepts, amends, or rejects work as appropriate. Evaluates the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity standards, procedural, policy and regulatory compliance and technical competence. Makes changes in work assignments and workflow to balance workload among positions to increase effectiveness of operations supervised.

Evaluates performance of subordinates. Provides advice, counsel, and instructions on work and administrative matters. Interviews candidates for vacant positions and recommends appointments, promotions or reassignments. Reviews and resolves employee complaints. Identifies training and developmental needs of employees and providing or making provisions for training as required. Performs other duties as assigned.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Must have experience providing a full range of supervisory duties to include personnel management, performance management, conflict resolution, awards/recognition, training, mentoring, and team building.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Or

1. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following:

-Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

-A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

OR - Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.
