Duties to include but not limited to the following:

  • Manages highly technical staff overseeing the development of innovative telehealth technology along with national clinical workload and data analysis related to clinical operations, human resources management, labor management relations, quality assurance program management, complex physician scheduling and related business functions.
  • Provides direction and oversight regarding the development and execution of NTSP's strategic healthcare delivery plan.
Supervisory Responsibilities 35 percent
  • Directs the NTSP program for which both the scope and impact of the program are agency wide and across VHA to drive radical improvement in NTSP practices and foster a culture of innovation and continuous learning in all aspects of NTSP care.
  • Oversees the daily operation of multiple work units and ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
  • Ensures compliance with all EEO and regulatory programs relating to fair employment practices and acts as deciding official on matters pertaining to employment actions, disciplinary actions up to an including adverse actions.
  • Provides programmatic guidance on long range projects for the Chief Technology Officer and team, sets priorities, monitors the success and impact of the team's highly complex projects and is responsible for the technical execution of all impactful IT projects
  • Assigns special projects to the team as well as participates and monitors the contracting process to include participation in the evaluation and selection team.
  • Develops programmatic evaluation criteria and needs assessment for IT projects and assigns the Chief Technology Officer to projects.
  • Directs administrative workload to the administrative officers, overseeing all administrative functions for the organization, including HR Smart actions, classifications, recruitments, awards, in-processing, and any facility matters supporting the geographically dispersed program.
  • Directs staff on routine processes relating to maintaining clinical privileges of a large team of clinical nursing staff providing direct patient care and a cadre of neurologists.
Non-Supervisory Responsibilities 65 percent
  • Works closely with senior NTSP staff, VA and VHA management officials, program office and field-based leaders, and other relevant parties to effectively execute NTSP activities by setting reasonable, time-bound, and measurable milestones, monitoring and assessing progress toward meeting those milestones, and providing expert judgment and recommendations to appropriate stakeholder groups as to whether to pursue NTSP services.
  • serves as the senior advisor to both the Executive Director and Medical Director on management and technical matters related to NTSP efforts, including the development of policy, budget, strategic plans, business cases, impact/value measurements, management briefings, reports, recommendations and plans for senior executives from federal agencies, senior VA and VHA management officials and oversight committees, Congressional staff, and to diverse public audiences within and outside the healthcare industry.
  • Responsible for identifying and resolving highly complex problems not susceptible to treatment by accepted methods; developing, integrating and implementing solutions to diverse, highly complex problems across multiple areas and disciplines
  • Anticipating problems, developing sound solutions and action plans to ensure program success.
  • Developing plans and techniques to address new solutions to improve overall programs and policies; and establishing precedents in application of problem-solving techniques, to enhance existing innovation processes.
  • Oversees life cycle planning, management and direction of multiple projects and programs within NTSP: using comprehensive analysis to develop program plans; directing activities of contract analysts and contract support personnel assigned to NTSP.
  • Directing programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
  • Oversees the internal review, quality, and productivity initiatives for the organization. Administers quality and productivity programs for the organization.
  • Performs investigative analyses of both internal and spoke site complaints involving the collection, compilation and /tracking of data and statistical information. Speaks on behalf of the Executive Director and Medical Director on issues relating to customer service complaints from facilities serviced by NTSP.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/28/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 15 position you must have served 52 weeks at the GS 14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements
Education

Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Oversees the daily operation of multiple work units and ensures that agency policies and priorities are being followed.
    • Develops performance standards; and evaluates work performance of subordinates.
    • Provides technical and administrative supervision.
    • Directs administrative workload to the administrative officers, overseeing all administrative functions for the organization, including HR Smart actions, classifications, recruitments, awards, in-processing, and any facility matters supporting the geographically dispersed program.
    • Provides expert judgment and recommendations to appropriate stakeholder groups as to whether to pursue National Tele-stroke Program (NTSP) services.
Preferred Experience:
  • Must have experience managing a virtual team.
  • Must have experience leading a team within a VHA telehealth team.
  • Must have experience in developing a process or project within VA and then taking it though the long process to completion including, identifying obstacles and leading the process in overcoming them

Physical Requirements: She/he will be working a sedentary, office position from a home office. Occasional (less than 10%) travel may be required.
