Duties

Help
  • Use state of the art computer science, mathematical modeling and simulation, and database management techniques and data standards.
  • Apply and integrate techniques from workflow analyses, data and information management (IM) remote sensing, image processing and analysis, forest inventory, geographic information systems (GIS), geospatial analysis, and database operations.
  • Determine the nature of test parameters to be measured and plan approaches to be used to evaluate a software system.
  • Develop improvements to the procedures used in collecting, verifying, compiling, and summarizing strategic inventory data.
  • Provide technical data and information management related advice to collaborators and managers.
  • Prepare and implement new procedures, criteria, and specifications for systems development
  • Analyze alternatives and recommends solutions relating to the complete life cycle for information systems and information management systems components.
  • Conduct data management consisting of remote sensing data, natural resource inventory, geographic information systems, and/or (GIS) database operations.
  • Conduct research, acquisition, and testing of computer-based forest modeling and simulation tools.
  • Correspond with collaborators and vendors to exchange or gain information on new developments in computer science technology.

Basic Requirement for the 1550 Computer Scientist series:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Evaluation of Education:
Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.

OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Minimum Qualifications Requirement:
One year of specialized experience equivalent to the GS-12 grade level in federal service. To qualify at this level, your resume must reflect 52 weeks of 3 out of 4 of the following duties:

Developing, scheduling, coordinating, and monitoring natural resource information projects using project management procedures, tools and templates.

Providing program and technical advice for the compilation, storage, and delivery of strategic forest inventory data including computer science database management.

Incorporating modeling, programming languages, and computer systems architecture to conduct analyses of natural resource and geospatial data, and statistics for the needs of a natural resource monitoring program.

Providing technical guidance and collaboration to plan and implement a natural resource monitoring program with land management agencies, vendors, and other partners.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

One position supports the Pacific Northwest Research Station, Forest Inventory and Analysis.
This position may be offered as remote. Remote worksite must be within the Pacific Northwest Research Station regional area.

One position supports the Southern Research Station , Forest Inventory and Analysis.
This position is located in Knoxville, TN, is not remote, but may be eligible for telework up to four days per week, based upon the duties of the position.

These positions may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
