Help

Functions as an Opportunity and Inclusion Analyst for the CHIPS Program Office (CPO). This position supports CPO in developing policies, completing research and analysis and executing outreach strategies. The analyst is responsible for providing guidance, developing policies, completing research and analysis, and executing outreach strategies for both the CHIPS Program Office and the CHIPS Research and Development Office, to ensure that the implementation of the CHIPS Act benefits economically disadvantaged individuals, veteran-owned, women-owned, minority-owned and small businesses.

The analyst will work closely with the CHIPS investment, strategy, technology, and policy, and external affairs teams to support merit review and due diligence, assess overall program success, evaluate market trends, and complete outreach to economically disadvantaged groups and individuals. The incumbent also plans, develops & carries out vital administrative/business programs of significant interest to the public or Government as necessary.

Specific duties will include:

  • Tracking / synthesizing supplier diversity and workforce diversity trends / data for the semiconductor industry, as well as major sub-industry or supply-chain categories
  • Providing technical advice related to outreach to targeted groups and communities
  • Implementing an analytical framework to develop strategic targets, track progress, and identify opportunities to further advance diversity, equity, inclusion and accessibility in the semiconductor industry
  • Analyzing simple and complex datasets (on supply chains, program metrics, recent regional trends, etc.) to drive insights and surface issues
  • Executing a process for research and analysis that ensures a robust outreach and evaluation strategy is deployed by applicants to meaningfully engage economically disadvantaged individuals as well as veteran-, women- and minority-owned businesses
  • Reviewing key information requirements and developing approaches to account for key inputs necessary for initial and final analysis; methods / sources of obtaining required information, and structuring considerations
  • Interacting at a strategic level with broad groups of internal, inter-agency, and external stakeholders to support bringing relevant information and expertise into outreach efforts and decision-making processes
  • Engaging with grantees/loan recipients to monitor progress
  • Supporting the CHIPS program policy development and engagement with other federal agencies on program design and implementation

Qualifications

Applicants must have 1 year (52 weeks) of specialized experience equivalent to at least the GS-13 (ZA-III at NIST) level.

Specialized Experience is defined as experience in any of the following areas: civil rights, nonprofit management, community outreach, supplier diversity, human resources recruiting, diversity, equity, inclusion, and accessibility (DEIA) implementation OR other similar role that demonstrates experience producing analytics and leading outreach efforts.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
