Duties

As a Grants Management Specialist, you will assist the Division in the negotiation, award, and administrative management of grants and cooperative agreements.

Your duties and responsibilities include tasks such as:

  • Assisting the Division Director in ascertaining the status of projects and programs through review of reports and discussions and consultations with key officials.
  • Taking action to close out grants when all applicable administrative actions and required work of the grant have been completed by the grantee and the granting agency.
  • Planning, developing, analyzing, and overseeing grants and financial management policies impacting a wide range of grant programs.
  • Conducting sensitive or highly complex negotiations; developing authoritative recommendations for formal action; and providing authoritative advice and technical assistance relative to discretionary and mandatory grants policy issues to agency management, staff, and grantees.
  • Advising and assisting management and program officials in developing, implementing, and evaluating program plans, strategies, regulations, announcements, guidelines, and procedures applicable to grant programs.
  • Monitoring grantees' compliance with the financial management aspects of grants through reviews of reports and grantee correspondence.

GS-14: In order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:

1. Applying and interpreting federal grants management laws, administrative rules, policies, and regulations.

AND

2. Negotiating and administering federally funded grants, including closing out the resultant awards upon completion.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines.

FEDERAL GRANTS POLICY ANALYSIS - Analyzes, interprets, and explains federal grants regulations, legislation, and policies and how they impact the mission of the Department, the Agency and one's own organization.

PLANNING AND EVALUATING - Organizes work, sets priorities, and determines resource requirements; determines short-or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

COMPLIANCE - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

LEADERSHIP - Inspires, motivates & guides others toward goal accomplishment; coaches & mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, & respect for individuals by applying these values to daily behaviors.
