As the Deputy Chief Information Officer (DCIO) for Technology and Resiliency, the incumbent is responsible for: (a) supervising four (4) Associate CIOs: Cloud Integration and Catalog; Enterprise IT Operations; Information Resiliency; and Tailored Platform and Data; (b) coordinating, directing planning, and implementing domain-specific and cross-cutting projects which support FCC IT and the Commission; and (c) works closely with the Chief Information Security Officer (CISO) and Deputy CIO for Management and Lifecycle to execute CIO direction and priorities. He/she directly reports to the Chief Information Officer.
The incumbent has primary responsibility for directing large program and project objectives; and, serving as an authoritative resource and product manager in delivering value for the management and planning of the FCC's: (a) strategic and operational IT capabilities; (b) establishment of technical procedures and standards; (c) IT architecture; (d) IT systems development and acquisitions; (e) coordination of systems deployment and applications; (f) support network; (g) security of systems, applications and data; and maintaining liaison with the Commission's counterpart offices.
Provides expert advice and recommendations on IT operations, security, engineering, and data solutions, including the development of best practices in support of Commission objectives.
Participates with the CIO and senior IT management or independently develops long-term Commission information technology policies and strategies for the effective and efficient accomplishment of FCC mission and program activities, which involves executing information technology planning and evaluation responsibilities specified in the Government Performance and Results Act of 1993 (GPRA), the Information Technology Management Report Act of 1996 (ITMRA), and the Paperwork Reduction Act of 1995 (PRA).
Oversees the Technology and Resiliency (TR) team's budgetary process, which involves: (a) working with Associate CIO for Budget and Acquisition to manage resources for the delivery of essential IT services; b) ensuring resource and budget requirements are met; (b) ensuring coordination of budgeting procedures, preparation, and reporting; and (c) monitoring approved program efforts for legal and fiscal compliance with budget and contracts.
Serves as an authoritative FCC IT resource on: (a) the management of the FCC's strategic and operational IT capabilities; (b) establishment of technical procedures, standards, plans; (c) management of the IT architecture; (d) oversight of the IT systems development and acquisitions; (e) coordination on the deployment of systems and applications; and (f) management of the supporting functions and network. Responsible for ensuring the security of systems, applications, and data.
Responsible for overseeing and/or directing the deployment of FCC's IT infrastructure to cloud systems, and ensuring websites and services are integrated into cloud-based infrastructures.
Participates in major IT planning and policy deliberations with the Chief Information Officer, Chief Information Security Officer (CISO), Deputy CIO for Management and Lifecyle, Associate CIOs, Bureau/Office senior managers and other key Agency officials, all of whom are experts in various fields within their cognizance.
Provides technical leadership, management and direction of major, multi-year, multi-layered highly complex initiatives, which address and support FCC's decision-making processes and include leveraging technology to enhance staff effectiveness, including use of knowledge management and collaborative concepts/tools, integration of application systems and databases, document management systems, enhanced remote network access, web-site enhancement, portal development, etc.
The incumbent is responsible for supervising and managing a diverse team of IT government personnel and contractor staff. He/she assigns action responsibility for special projects and studies to subordinate Associate CIO's and information technology specialists, providing suggestions as to approach and/or overall action in given instances.
Incumbent is required to become a member of the FCC Emergency Response Group and may be designated as emergency essential if circumstances require his/her services during time of Commission shutdown.

In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows:
1. Experience supervising, leading and/or managing IT staff. 2. Experience providing expert advice and recommendations on IT operations, security, engineering and data solutions. 3. Experience making recommendations on significant program and policy issues affecting an organization's or agency's overall IT program. 4. Experience managing an agency's or organization IT budget and acquiring the necessary resources needed to support IT. 5. Experience serving as an authoritative resource on strategic and operational IT capabilities. 6. Experience overseeing and/or directing the deployment of IT infrastructure to cloud systems. 7. Experience ensuring that websites and services are integrated into cloud-based infrastructures. 8. Experience providing technical IT leadership, management and direction of major, multi-year, multi-layered highly complex IT initiatives.
