The OAMP is dedicated providing leadership, advice, and oversight in acquisition and financial advisory services to the NIH. OAMP strives to ensure that the best value in products and services are acquired to support agency mission activities and objectives. In addition to providing the R&D and negotiated contract policy, OAMP implements simplified acquisition policy, and administers and oversees the NIH Purchase Card and Blanket Purchase Agreement (BPA) programs.

This position is critical to the organization and the OAMP includes three divisions:
(1) Division of Acquisition Policy and Evaluation (DAPE), which is responsible for planning, developing, and recommending NIH-wide acquisition
policies, procedures and practices and for maintaining a continuing staff level review of contracting operations to ensure effective internal
controls;
(2) Division of Financial Advisory Services, which is responsible for providing quality financial advice and services to ensure the appropriate
funding and reimbursement of contracts and grants;
(3) Division of Simplified Acquisition Policy and Services, which is responsible for recommending and establishing NIH-wide procedures and
practices in the area of simplified acquisition and the BPA program, and oversight of the NIH Purchase Card Program and the NIH delegated
procurement acquisition system.

The position is delegated full responsibility for planning, organizing, and directing all functions and services of the Office. This includes:
establishing short-term and long-term goals, operational plans, and program direction and priorities for the Office including the management of
its budget; interfacing with senior staff across the NIH and DHHS and collaborating with counterparts to ensure that Office objectives and
policies are compatible with the needs, goals, and policies of the OM and the NIH Institutes and Centers; and continually developing creative
strategies to increase the Office's efficiency in achieving its goals and objectives. Through the supervision of three subordinate Division
Directors, the incumbent directs the work of the Office, comprised of approximately 66 professional staff members predominantly at the
GS-13/14 grade level.

Qualifications

Basic Requirements: You must have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; Guidance on Business Related Coursework for the GS-1102 Contracting Series OR

Occupied a GS-1102-15 position since at least January 1, 2000.

In addition: You must have completed all mandatory training prescribed by the head of the agency for progression to the GS-13 or higher level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills and abilities to perform successfully the work of the position.

Additional Qualifications: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at the least the GS-14 level in the Federal service. Examples of specialized experience include: providing policy and technical leadership to contracting and procurement staff; reviewing and making recommendations on agency-wide acquisition policy and procedures; conducting oversight on all types of acquisitions including contracts, simplified acquisition, and purchase cards; working with agency-wide acquisition officials on acquisition initiatives.
