Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.
Position to be filled upon the vacancy of the incumbent.
Indefinite Appointment/Temporary promotion not to exceed two (2) years. The purpose of the indefinite appointment/temporary promotion is to backfill a deployed Soldier. The indefinite appointment/temporary promotion will be terminated within 30 days of return of the incumbent to the position.
JOB SUMMARY: The primary purpose of this position is to serve as the ARNG Protection Specialist for functional elements and related physical and operations security policy and issues, handling of intelligence and law enforcement sensitive information, managing assigned program areas, directing studies and reviewing, revising and implementing protection policy and projects.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
The major duties include, but are not limited to:
Serves as the ARNG authority and expert on all matters involving protection functional elements and integration of enabling functional requirements, policy, procedures, program status and serves as the conduit of information between the intelligence community and local state and federal law enforcement.
Responsible for synchronizing daily operations and integration, coordination and plans resource management requirements for the Protection Program functional elements of Antiterrorism (AT),
Receives filter, focus, and fuse information from military intelligence sources, publicly available information sources, and local, state and federal law enforcement sources to develop a clear understanding of real or potential threat to all state forces.
Plans, conducts, directs the conduct of, or coordinates on site security studies, projects, assessments, and surveys of the State in relationship to protection activities.
Represents the Deputy Chief of Staff for Operations (DCSOPS)/ Assistant Deputy Chief of Staff for Operations (DCSOPS) at meetings, conferences, workshops, panels, etc., at NGB and other deferral agency levels as the state technical authority.
Males born after 31 December 1959 must be registered for Selective Service.
Federal employment suitability as determined by a background investigation.
Must meet Compatible Military Assignment within one year from placement.
Wear of the military uniform is mandatory.
Direct Deposit is mandatory.
Must be able to obtain and maintain a top secret security clearance.
Must obtain certification in antiterrorism procedures at a formal service approved Level II Antiterrorism Training Course.
Qualifications
GENERAL EXPERIENCE: l Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:
Experience in security specialist for force protection and antiterrorism; along with documented performance in related physical and operations security and issues; managing assigned program areas; and implementing force protection policy, projects and studies.
Experience in advising the commander on matters of antiterrorism oversees implementation of Army and Major Command policies.
Experience in managing antiterrorism activities, and had liaison experiences with the surrounding communities, and state officials.
Experience on a wide range of security specialties to include physical, personal, and operational security to identify and resolve conflicting and complex policy and program objectives, and procedures within the security functional area.
Experience demonstrating a working knowledge in the specialized field of force protection and antiterrorism, and physical and operations security.
Experience demonstrating knowledge of Executive orders, legislation, and DoD, ARNG, and MAJCOM policy requirements, which are used to formulate a compressive, integrated ARNG force protection program which meets regulatory requirements and reduces command specific vulnerabilities and allows for the application of innovative and new security theories and concepts to provide overall enhanced security of resources and personnel.
Experience demonstrating knowledge of information and security policy requirements and procedures to provide recommendation for making key decisions and policy development on short- and long-term security planning.
Experience demonstrating a working knowledge of information operation security to review classified material.
Experience in force protection and anti-terrorism construction standards to assess and sign-off on installation construction projects.
Experience to clearly and effectively articulate and provide advice with recommendations to supervisors and other security experts or groups at higher and lower echelons.
Experience in working the Core Vulnerability Assessment Management Computer Program used to record and assess vulnerabilities associated with a specific installation.
Experience demonstrating the ability to utilize a computer to write reports, access the internet to research intelligence reports and current, world events, and to maintain the required core programs.
Experience demonstrating the ability to undertake long-range studies, projects, or forecasts independently as a member of a group, or as the organizer and director with the purpose of enhancing security systems efficiency or influencing future security planning, policies and programs.
Experience demonstrating a working knowledge of a wide range of security specialist, concepts, principals, criteria, requirements, technology, and practices and ARNG's mission, functions and structure to the unit level.
Experience demonstrating knowledge of DoD and ARNG mission, functions, and structure to the unit level to ensure effective implementation oversight of programs plans and processes.
Experience demonstrating knowledge of Force Protection programs and governing policies, directives, instructions, and procedures.
Experience demonstrating knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively results for the effective management and completion of programs.
Experience and skill in oral and written communication methods and techniques at various levels and venues.
Experience in effectively managing and organizing various program activities and tasks, singularly and together, and familiarity with administrative requirements of the major commands.
Experience providing the competence to work independently in formulating and implementing a plan and process, overcoming obstacles and conflicts, and managing the JFHQ program.
Experience in interpreting security guidelines, which includes MAJCOM guidance, national security policy statements, Executive Orders, DoD and ARNG policies and concepts, and special security policy directives from other sources.
Experience demonstrating the ability to interpret and coordinate, in conjunction with the direction of these guidelines for subordinate units, develop supplements and provide guidance.
Experience supporting the required judgment needed to interpret and define the intent of these sources, and to formulate and develop command force protection policy, guidelines, and programs while ensuring they are in compliance with higher echelon requirements, and do not conflict with established criteria or other programs and practices.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of a wide range of security specialties to include physical, personnel, and operational security to identify and resolve conflicting and complex policy and program objectives, and procedures within the security functional area.
Knowledge in the specialized field of protection functional areas including antiterrorism, emergency management, law enforcement, and physical and operations security.

COMPATIBLE MILITARY ASSIGNMENT: For an indefinite appointment which is to backfill a deployed technician, MOS and unit of assignment are waived for 18 months following assignment. However, rank requirement must be met to avoid grade inversion. For temporary promotions, the MOS and unit remains with the permanent position from which temporarily promoted.
