This position is located in the Department of Health And Human Services, Office of Inspector General, Office of Management and Policy, Facilities Management and Security Division.


A summary of the duties performed in this position include but are not limited to:
  • Conducts special studies to analyze OIG operations in order to determine office space requirements and analyses existing space inventory for improved utilization for all OIG offices nationwide.
  • Reviews requests for additional space and develops detailed proposals containing justifications, cost estimates for space, design plans for buildouts, environmental needs, furniture procurements, telecommunications, security systems, and develops recommendations for review by senior managers.
  • Completes programming, planning, space design, reviews A&E documents, completes detailed scopes of work for procurements for furniture, security systems, and telecommunications equipment, and oversees project execution.
  • Works with Regional Managers and component representatives to produce space designs that meet OIG's programmatic requirements, including workspace, security, and ADA requirements.
  • Manages assigned project schedules and communicates statuses to customers and manager on a consistent basis, and identifies and provides recommendations for solutions for all issues related to facilities projects.
  • Oversees HQ facility maintenance requests, including the purchase and coordination of office furniture relocations, relocation of telecommunications lines, and construction projects completed by GSA at HQ.
  • Ensures that space and project information in the OIG space database is current and accurate. Assists the Facilities Management Team by handling space management issues at HQ and coordinating OIG region-wide activities as directed.
  • Completes miscellaneous administrative tasks to support Facilities Management Team, including the development of presentations about OIG space management, drafting memos and announcements to OIG components and outside entities, coordinating responses to customers related to facility requests, and other administrative support tasks.

Qualifications

Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience resolving routine and recurring facility management issues;
  • Experience evaluating contractor performance against contract specifications and performance standards; overseeing construction project managements and commercial office design; and
  • Experience analyzing, and reporting data related to furniture and equipment procurements, financial management and expenditures, project schedules, and other facility project related activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentives: Payment for relocation expenses is not authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience may be approved as credit for your Annual Leave accrual.
