Duties

Help
  • Perform in-depth financial analysis of interrelated accounting data, civilian pay, accounts payable/receivable, and entitlement systems to resolve payroll rejects and out of balance conditions when processing actions in Financial Management Systems.
  • Analyze and evaluate data to conduct a variety of fiscal reconciliations, review and account adjustments. Analyze and accurately processes financial services transactions while applying quality assurance techniques.
  • Provide and respond to data call requests related to financial statement audit.
  • Perform internal control assessments, reviews, and other evaluations of assigned systems and/or processes to ensure adequacy of safeguards, effectiveness of systems, reliability of information, and compliance with laws and regulations.
  • Review, evaluate, document and coordinate internal control requirements related to financial accounting systems, processes and reports to ensure efficiency and effectiveness of the Risk Management Internal Control Program.
  • Develop a variety of reports, papers, procedures, and instructions to accomplish financial audit readiness goals.

  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.

Qualifications

Time in Grade:

For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience must demonstrate the following:

1) Utilize automated financial management systems to monitor system performance, bi-weekly payroll reconciliation, reconciling payroll data between financial and other entitlement systems to correct rejects and any interface issues, account relationships and trial balance anomalies; 2) Analyzing, explaining, and correcting financial data variances to ensure compliance with applicable and authoritative sources; AND 3) Utilizing a comprehensive knowledge of fiscal laws and regulations to ensure financial data is accurate, and assessing internal controls and financial management activities to enhance the validity, accuracy, and integrity of financial reporting.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Only experience and/or education obtained by the closing date of this announcement will be considered.

There is no substitution of education for the qualifying experienceat the GS-13 grade level.
