The incumbent serves as a senior technical information technology expert with supervisory and Associate Chief Information Officer oversight responsibility for the Commission's Infrastructure Program which includes coordinating all related assignments and projects where coordination is required to maximize production system capabilities and performance. He/she reports directly to the Deputy CIO for Technology and Resiliency Solutions.

Serves as an Associate Chief Information Officer with responsibility for supervising the Commission's entire infrastructure program and coordinating these efforts among the Associate CIOs and supervisors assigned to specific task areas supporting operational systems which includes all related projects and assignments. Operation of the Commission's Infrastructure Program involves: (1) coordinating these efforts among the Associate CIOs and supervisors assigned to specific task areas supporting operational systems; (2) overseeing all related projects and assignments; (3) advising the CIO on major issues of concern; and, (4) independently coordinating work/projects among the IT staff.

Provides senior level technical IT advice to the CIO, Managing Director, Chairman and Commission at large on Commission's information technology program issues/matters, and in particular the daily operation of key systems.  Performs strategic and tactical planning and execution, and develops target architectures and capabilities to support current operations, and operations up to 5 years in the future. Participates in management planning, policy and decision making sessions to ensure legislative changes, technological improvements and changes in policies, standards and criteria are followed.

Serves as a technical authority in providing highly advanced technical guidance and information with FCC executive level appointees, senior and upper level management and with other key officials throughout the Commission, Bureau/Office employees, vendors and computer personnel with other agencies, and professional association representative, other Federal agencies and counterparts in the private sector.

In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows:

1) Experience leading, managing or supervising IT staff.
2) Experience communicating complex technical IT matters to senior leadership, staff as well as technical and non-technical audiences.
3) Experience leading the successful execution of an organization's or agency's IT infrastructure program.
4) Experience developing technical requirements, Statements of Work, Task Orders and technical specification for contract solicitation.
4) Experience providing advice to senior IT leadership on how to resolve issues which impact the daily operation of critical IT systems

As this position is being advertised under Direct Hire procedures, veterans preference does not apply.
