Duties

Help
  • Serves as Contracting Officer IAW Warranted signatory authority to enter into contracts on behalf of the OIG and United States Department of Agriculture
  • Performs as the focal point for all contractual actions and phases of the program including initial planning, requirements definition, cost and price analysis, negotiation, and administration.
  • Develops a pre-negotiation position, determines the type of contracts and negotiation authority to be used, and prepares justifications as necessary.
  • Makes decisions, as an agent of the organization, based on laws, statutes, regulations coupled with sound business judgment.
  • Serves as principal contracting advisor to the program management office and represents the agency as the program's contractual authority at conferences and meetings.
  • Participates as lead negotiator of multi-disciplined Government negotiations and directs the analysis contracting operations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the GS-13 grade level for consideration for the GS-14 grade level. Applicants are responsible for providing all applicable SF 50s for verification of time in grade and career status, the resume is NOT an official document and therefore will not be used when determining time in grade or career/tenure status.

BASIC REQUIREMENTS FOR GS-13 AND ABOVE:

A. At least 4-years of experience in cntracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the positions, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

SPECIALIZED EXPERIENCE: In addition to meeting the basic requirement above, candidates must meet one year of specialized experience equivalent to the GS-13 level in the Federal service or comparable experience not gained through federal service. For this position, specialized experience is defined as experience planning and executing of contractual actions and phases for acquisitions under tight deadlines; Reviewing contractual actions to ensure they conform with statutory and regulation requirements; negotiating with internal and external stakeholders to find mutually acceptable solutions.
