Summary

The incumbent manages enterprise-level initiatives on behalf of the Department of Veterans Affairs (VA) Office of Information and Technology (OIT) Enterprise Cloud Solutions Office (ECSO). ECSO delivers secure and seamless cloud functionality to support the entire VA enterprise. ECSO enables the leveraging of cloud solutions for internal and external customers and ultimately Veterans by providing standardization and common services.

ECSO supports the efficient migration to and utilization of cloud technology through its project teams, business sponsors, and its customers.

Physical Requirements: The work is mostly sedentary in nature. Some slight physical effort may be required to carry documents or packages to other locations within the designated area. The work may require periods of overtime, intense concentration, emotional and mental stability, and activities under time sensitive conditions.

Major Duties:
  1. Performs quantitative investigative contracting vehicle research to develop acquisition strategies and implementations.
  2. Defines action plans and schedules for obtaining contractor support service(s) or product(s) to satisfy specific capability needs.
  3. Responsible for working with internal and external stakeholders to develop cost estimates for IT modernization or enhanced capability requests submitted through the intake process.
  4. Communicates and interacts across multiple levels of management and staff including executive sponsors, system users, and other agency contacts on complex technical subjects.
  5. Acts as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provides direction and monitors all significant activities so the service is delivered successfully.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND

Specialized Experience:
One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:
  • Expert cloud financial management knowledge of related processes. Proficient knowledge of cloud cost estimation tools and techniques, project management, requirements management, IT systems, change and resource management sufficient to effectively develop detailed cost estimates and serve as expert consultant, providing advisement on department-level initiatives. Demonstrated knowledge and the ability to lead cloud specific projects including methods, metrics, tools, and techniques of business process reengineering, contracting and/or procurement, and contract negotiation and administration; ability working with cost-benefit analysis methods, achievement strategies, tools of quality assurance and quality control. Experience should also include skills in leadership and teambuilding, decision making, reasoning, problem solving, customer service, and attention to detail
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-13 level.
