This position is located within the U.S. Customs and Border Protection (CBP), Office of Trade (OT), Mission Support Directorate (MSD), Human Capital Division (HCD), Human Resources (HR) Staffing Branch. The incumbent provides oversight and analysis on a variety of program and polices
related to Workforce Management. This position starts at a salary of $78,592.00 (GS-11, Step 1) to $122,459.00 (GS-12, Step 10) with promotion potential to $122,459.00 (GS-12 Step 10).

Typical Duties include:

  • Assisting and organizing an annual staffing and recruitment program servicing all OT personnel. This includes participating in stakeholder meetings to identify current and projected employment gaps and providing expertise as a staffing analyst to develop solutions.
  • Working closely with the senior analyst to facilitate the effective filling of vacancies, coordinating between assigned offices and CBP's Office of Human Resources Management (HRM) Hiring Center.
  • Utilizing various HR information systems/tools to complete and track workload such as HRBE, USA Staffing, USDA, and CPRO and providing OT leadership and customers with various employee reports utilizing these systems.
  • Assisting the senior analyst by advising management, providing advice involving Workforce Management issues to senior leadership within the office.
  • Assisting with recommendations for improvements in services and leads teams and/or projects in improving processes in order to meet the varied and changing requirements of the office.

Qualifications

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Participating in stakeholder meetings to identify current and projected employment gaps and providing expertise as a staffing analyst to develop solutions.
  • Researching recommendations on the use of a wide range of staffing authorities and special employment programs in order to meet leadership staffing goals.
  • Assisting senior analyst with the execution of the hiring plans to ensure the desired results are achieved.
  • Recommending options that take advantage of special hiring authorities and programs when appropriate for local needs.
  • Providing input with the development of standard operating procedures, bulletins, and presentations related to HR Staffing Branch responsibilities and policies.
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Working independently to provide analytical insight into the table of organization for a variety of offices, monitoring to ensure positions are accurately recorded and that on board data is kept up to date.
  • Developing and analyzing progress on a comprehensive recruitment plan for the offices under program purview (positions based on projected turnover, losses, program changes, etc.) and providing analytical data reporting all supported offices to capture employment levels and recruitment trends.
  • Recommending improvements in services and assisting teams and participating in projects with redesigning, automating, and re-engineering of processes in order to meet the varied and changing requirements of the office.
  • Assisting leadership in formulating realignment and/or reorganization proposals related to improvement efforts in the core process in order to organize work in the most efficient and effective manner given local conditions.
  • Identifying any skill gaps or training needed to improve performance measures for assessing the accomplishment of process goals

Education Substitution GS-11: Graduate Education: Successful completion of a Ph.D or equivalent doctoral degree from an accredited college or university, or three full years of progressively higher-level graduate education leading to such a degree in qualifying field or an LL.M. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. I understand that I am required to submit proof of my educational claim. Check with your school to determine how many credit hours comprise three years of graduate education. If that information is not available, use 54 semester or 81 quarter hours.

Combining Experience and Education: A combination of successfully completed college education and specialized experience. This will be calculated using your resume and official or unofficial college transcripts submitted with your application.

Education Substitution or Combining Experience and Education are not applicable for the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
