The Director's Advisor for Military Affairs (DAMA) serves as the DNI's principal advisor on all military and DoD issues. DAMA synchronizes IC efforts that support DoD priorities and strengthen IC/DoD relationships. The DAMA IC-DOD Architecture Officer is the DAMA office lead for building IC-DOD architectures between the ODNI and the DOD, including Combat Support Agency, Joint Staff, Combatant Commands (CCMDs), military services, and other DOD entitles.

Support briefings to senior IC officials and other major stakeholders' collaboration progress, issues and challenges.

Lead, initiate, plan and oversee performance/participation in liaison coordinated intelligence activities in partnership with the IC, U.S. Government agencies, the Office of the Director of National Intelligence (ODNI) elements, military, state, local, tribal, private sector partners, and foreign partners to leverage existing information sharing capabilities and align policies, standards, systems, and information.

Plan and execute activities with ODNI and DOD counterparts to further integration on joint architectures, including Joint All-Domain Command and Control (JADC2) and Sensor to Shooter (S2S) network architectures, National to Tactical - Data Architecture (N2T-DA), Machine-assisted Analytic Rapid Repository System (MARS), Joint Worldwide Intelligence Communications System (JWICS), and IC Controlled Access Program (CAP) program and DOD Special Access Program (SAP) data interoperability.

Support the formulation, development, production and evaluation of a broad range of policies, processes, and guidance on IC and DOD architectures. Collaborate, coordinate, and facilitate communication of these policies, processes, and guidance among IC-DOD enterprise partners, including the IC and DOD Chief Information Officers (CIOs) and Chief Data Officers (CDOs).

Provide subject matter expertise for ODNI senior leadership and their DOD counterparts regarding the architecture requirements and planned capabilities.

Build and sustain strong partnerships across the ODNI to ensure early awareness and identify cross-cutting IC support to address challenges critical to integration of DOD and IC architecture programs.

Represent the DAMA within ODNI, IC, and DOD working groups and coordinate activities across the IC-DOD enterprise as appropriate and strengthen understanding of the ODNI, IC, and DOD challenges to resolve issues.

Prepare briefings, reports, and presentations for the DAMA, senior ODNI officials, DOD leadership, senior policymakers, and senior U.S. Government officials to meet their specified requirements.

Lead, plan, and oversee efforts to identify long-range issues of importance to both the DOD and IC.

Participate in IC and DOD strategy and planning activities.

Applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Applicants must have current TS/SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Expert knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.

Expert experience and knowledge of inter-agency coordination and operations to sustain effective working relationships with other U.S. Government departments, agencies, and centers.

Experience working mission issues regarding IC CIO, Artificial Intelligence, JADC2, National System for Geospatial Intelligence (NSG) Ground Enterprise, space and ground architecture resiliency, Sensor to Shooter (S2S) network architectures, National to Tactical-Data Architecture (N2T-DA), Machine-assisted Analytic Rapid Repository System (MARS), Joint Worldwide Intelligence Communications System (JWICS), and IC Controlled Access Program (CAP) and DoD Special Access Programs (SAP), and related issues.

Experience working with the processes and requirements related to IC and DOD architecture activities.

Experience with the requirements, capabilities, resourcing, strategy development, and policy processes for both the ODNI and DOD. Broad knowledge of DOD and IC policies, strategies, doctrine, and capabilities.

Demonstrated ability to identify emerging technology trends and how they impact IC and DOD compartmentation challenges and solutions.

Demonstrated capability to develop options and recommendations for senior decision makers.

Demonstrated ability to execute effective engagements involving the IC and DOD partners. Ability to unite stakeholders to action collaborative recommendations.

Experience in leading diverse teams tasked with solving complex intelligence challenges with significant DOD equities.

Superior ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
