Duties

As a SUPERVISORY PROGRAM MANAGER at the GS-0340-15 some of your typical work assignments may include:

  • Supervising a staff of skilled professionals, providing guidance, establishing schedules and priorities and setting performance standards.
  • Providing guidance and assistance to other employees about the development of new and innovative organizational and programmatic concepts, approaches, and methodologies used to
    develop, monitor, and evaluate effectiveness/efficiency of the SC workforce development and management programs.
  • Designing and conducting comprehensive studies related to security cooperation workforce development (SCWD), professional certification, workforce job competencies, workforce assignments and career tracks.
  • Developing both short- and long-range plans/objectives and evaluate execution to determine program effectiveness.
  • Conducting detailed cost benefit and other types of analyses using various models and tools to assist senior level management in determining the optimal use of resources and to assist in making decisions that are cost effective.
  • Making recommendations involving highly complex and significant issues that result in major
    decisions that impact the DOD SCW programs and policies.
  • Oversee the implementation of a congressionally mandated workforce development program affecting 15,000 government civilian and military employees in the United States and at over 160 U.S. embassies.

Qualifications

You may qualify at the GS-15 grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

  • Leading the development of processes, policies, organizational structures, and personnel requirements to administer a workforce development program.
  • Conducting studies of workforce programs and processes to identify inefficiencies and make recommendations for improvement.
  • Developing long and short-term plans and objectives to ensure program requirements are effectively implemented.
  • Analyzing and reporting workforce program data to assist management in determining the optimal use of resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

This is a Key Security Cooperation (SC) position due to the essential nature of the position's duties and responsibilities which require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs and activities. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program". Incumbent must complete DoD SCW Executive-level certification. Incumbent must complete all Executive-level courses within three years.
