This position is in the Office of Justice Programs (OJP), Office of Communications (OCOM), Media Affairs Division. The incumbent serves as a Public Affairs Specialist responsible for helping to inform the media and other external audiences of OJP's mission and goals, to explain the wide range of programs and activities that support OJP's efforts to accomplish its mission, and to media affairs support to the office.

Duties

Provides consultation to managers on developing public affairs activities and materials for internal and external use. Advises on potential media and public reaction to proposed policies and programs.

Plans and provides expert guidance on media affairs programs involving issues that are controversial or of significant public or Congressional interest, such as Department of Justice (DOJ) OJP programs involving cost overruns, untested technology, or environmental or safety concerns.

Plans and directs all phases of newsroom response to inquiries, statements, press releases, media advisories, op-eds, letters to the editors, and more. Edits and writes material prior to publication and determines the readiness of published material. Guides the work of print and electronic media reporting.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience at the GS-13 level include: Planned and directed all phases of agency publication production, including guiding the work of print and electronic media reporting and overseeing the coordination of speeches and talking points covering various topics. Prepared written materials to promote the agency's position on a variety of public information about all aspects portfolios, public affairs guidance and media interview briefing memos.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Ability to communicate effectively other than in writing.
Ability to communicate in writing.
Ability to provide program management analysis, advice, and assistance.
Knowledge of communication and public affairs principles, methods, and techniques.
Ability to plan and execute work.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
