Duties

Help
  • Responsible for the planning and supervision of all compliance activities of the powerhouse, navigation lock, fish passage facilities or other project features.
  • Participates in the planning and direction of the Project workforce and budget execution.
  • Maintain relationships with federal, state, and local agencies or special interest groups.
  • Maintain relationships with federal, state, and local agencies or special interest groups.
  • Coordinate and implement project compliance management programs in the areas of safety, environmental compliance, security, and National Pollutant Discharge Elimination Systems (NPDES) permitted operations.
  • In the absence of the OPM, the assistant OPM provides managerial oversight of the Bonneville Project in addition to two off site facilities.

Qualifications

Additional Information: Supervises a group of experts in environmental and safety compliance, reliability compliance, security compliance and oversight, domestic water compliance and National Pollution Discharge Elimination System (NPDES) permitted compliance for waste water management. Increased emphasis on safety, environmental compliance, enhanced security and reliability compliance requires the incumbent to have a diversified background and is able to manage all areas of compliance requirements applicable in managing a large multi-purpose Federal facility comprised of the following congressionally authorized purposes: Hydropower, Natural Resource Management, Flood Risk Management, Fish and Wildlife Management, and Inland Navigation. Additionally serves as Assistant Operations Project Manager, participating in the planning and direction of the Project workforce and budget execution, assuming full responsibility for the designated functions of the project as well as acting as or representing the Operations Project Manager (OPM) as required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). GS-13 Specialized Experience: To qualify for this position, you must have one year of specialized experience which includes experience in the operation and maintenance activities with operating projects dealing with hydropower, navigation, and/or environmental stewardship. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
