Summary

The primary purpose of this position is to provide parent education and support services by means of home visitation. The program is designed to provide home-based education for child abuse/neglect prevention services to eligible population which includes deployed members, divorcees, and adoptive families as well as expectant and new military parents.

Duties

Help

  • Conduct home visits to individuals/families who are expecting or are new parents of infants. Assess family dynamics, assist with problem solving, and provide individualized support, education, and guidance services.
  • Primary to the function of the position is the identification of families considered "at risk" for child abuse and neglect. Included in this "at risk" category are families that are experiencing problems and stressors associated with military life.
  • Identify appropriate service provision (with multidisciplinary collaboration) for those parents of infants who can benefit from prevention education and training. Areas for training provided would include prenatal education, parenting skills, early childhood development, and parent/child interaction). These services are primarily provided through home visits.
  • Conduct assessments to determine family needs and problems. Recommend and develop service plans for the type of assistance recommended. Perform identification screening and assessments using standardized instruments. Ensure clients understand program Release of Information authorization and the limits of confidentiality.
  • Participate in standardized record keeping and quality assurance protocol for NPS Program.
  • Maintain case files in accordance with local instructions, policies, and procedures using Fleet and Family Support Management Information System (FFSMIS), which compiles statistics, documents work and gathers program data in accordance with requirements. Provide education and training for Counseling Advocacy and Prevention (CAP)/medical treatment facility staff, local commands, and community on topics such as mission and goals of NPS Program, child abuse and neglect, family violence dynamics, and other related subjects as appropriate.
  • Market prenatal and postnatal home visitation program to local military community. Comply with all applicable policies, procedures, and regulations of NPS Program in accordance with established FFSC, Department of Defense (DoD) prevention standards. Establish close liaison with local military and community agencies or groups who can provide appropriate intervention to selected military families.
  • Coordinate with local military, civilian and professional organizations on related cases and program efforts.
  • Function as the Case Manager for assigned clients of NPS Program to empower/assist clients in meeting the following goals and needs; physical, mental and educational individual/family needs in relation to pregnancy, early childhood development, and personal life skills.
  • Consult with other members of the program; Counseling, Advocacy and Prevention Services (CAPS) staff; and medical/community facilities personnel. Assess the development status of children in participant families and refers them to treatment plans showing case progress and plan of action. Crisis intervention skills are sometimes required. Report to supervisor any unusual observations or assessments of situations that are deemed inappropriate by the incumbent.

  • A valid State driver's license is required to operate motor vehicles.

  • Must meet federal suitability requirements including successful completion of background investigation and obtain/maintain a Secret Security Clearance (T3).

Qualifications

  • Nurse with a Bachelor's degree or related field with specialization in child development
  • OR professional knowledge such as gained through a Bachelor's degree in social work, counseling, or other related social science with specialization in maternal/child health issues and/or public health.
  • Four years experience providing home visitation services may be substituted for a professional degree.
  • Knowledge of family violence dynamics, safety assessment and crisis intervention techniques with the ability to remain objective under stressful situations.
  • Knowledge of an ability to administer Joint Service Family Needs Screener and utilize the Nurturing Parenting Program curriculum for intervention purposes.
  • Knowledge of state and federal laws and procedures, which govern the reporting of domestic violence, suspected child abuse/neglect and child sexual abuse.
  • Knowledge of military organizations, missions, lifestyles, and associated stressors that can impact family development and unity during childbearing years.
  • Ability to communicate effectively with diverse individuals during routine and crisis situations, including those in the medical, legal, and social service, military and civilian communities.
  • Skill in oral and written communication and use of computer word processing and database input.
  • Knowledge of Navy instructions which provide technical and theoretical framework of Navy Family Advocacy Program (FAP).
  • Knowledge of Navy FFSC and CAPS programs with its range of services and community based programs and referrals.

Education

Nurse with a Bachelors degree or related field with specialization in child development

OR professional knowledge such as gained through a Bachelors degree in social work, counseling, or other related social science with specialization in maternal/child health issues and/or public health.

Four years' experience providing home visitation services may be substituted for a professional degree.
