Duties

Help
  • Management responsibility for critical functions to include ensuring the procurement, budgeting, and reporting of all mandated staff training and development for all Audit staff as mandated by Government Auditing Standards, promulgated by GAO.
  • Maintains liaison with the OIG Investigations and with non-USDA agencies including GAO and OMB. Coordinates planning of reviews and exchange of information with staff offices in non-USDA entities and USDA agency internal review staffs.
  • Responsible with the ABOD Director for directing, planning, and leading the team in accomplishing the Division?s work within the framework of established priorities, OIG's mission, goals and objectives.
  • Assists in providing management and oversight, and review of work products, and liaison services for the U.S. Congress, GAO, OMB, as well as all Office of Audit work units for budget, performance reporting, risking, and training functions.
  • Provides presentations, briefings, or reports to the leadership and high-level stakeholders. Maintains lines of communication between field personnel and OA headquarters.
  • Serves as an advisor to the AIG/A and DAIG/A?s on a wide variety of audit and operational initiatives. This includes development of material necessary to support the Office of Audit?s budget requests and justifications.
  • Serves as Audit?s National Training Coordinator.
  • Works with the ABOD Director to provide direction and leadership relative to the Office of Audit?s system of quality control to include coordination with the other assigned Offices of Inspectors General for peer reviews.
  • Responsible with the ABOD Director for directing, planning, and leading the team in accomplishing the Division?s work within the framework of established priorities, OIG's mission, and AIG/A goals and objectives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying.

Applicants must have one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service. Specialized experience is defined as experience demonstrating an extensive knowledge of Generally Accepted Government Auditing Standards (GAGAS), and the execution of training activities for auditors to meet such standards. Specialized experience also includes: (1) overseeing an Audit's system of record for conducting audits and other projects and its system of quality control, (2), executing high-level meetings and liaising with other internal and external staff offices/stakeholders; (3) writing reports and proposals addressing program planning, organizational improvements, and the economy of operations; and (4) leading a team and establishing milestones to ensure products are appropriately planned, assigned, and reviewed so that such products are timely and effectively completed.

Time in grade: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
