Help
  • Reviews, verifies, reconciles, and analyzes a variety of expenditure and status report listings reflecting or including accounting data from funding documents, obligations and expenditures.
  • Validates and reconciles entitlement, appropriation, and reporting data to comprise funding requests from supported agencies.
  • Reviews and validates incoming vouchers, data files, and report listings to ensure validity and compatibility to include edit tables as reference.
  • Contacts funding and reporting activity for necessary supporting documentation and/or correction of originally reported data to ensure that all transactions are ultimately accepted by the proper accountable fiscal station.
  • Examines problem areas and recommends solutions to correct deficiencies.
  • Develops proposed changes to operating instructions involving accounting and reporting procedures to prevent recurring discrepancies.
  • Reviews and processes finance and/or accounting transactions ensuring the propriety and validity of supporting documentation and determining the appropriate account and methodology for processing.
  • Duties will be developmental in nature while performing below the full performance level (GS-7).

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. We reserve the right to close this announcement early or to extend, as appropriate, based upon the needs of the Agency. Selections may be made at any point during the announcement open period..

Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.

For GS-05: Specialized experience at the GS-04 level is defined as: Performing duties that support the processing of financial/accounting transactions using standardized procedures that may include reviewing financial/accounting systems information/documents for accuracy/completeness, inputting financial/accounting information into automated systems, or correcting invalid financial/accounting transactions.

For GS-06: Specialized Experience at the GS-05 level is defined as: Validating, monitoring and maintaining accounting transactions and accounting records; entering accounting data into an automated financial system to process a wide variety of account transactions; identifying and researching discrepancies in account transactions and making adjustments; reconciling subsidiary ledgers to general ledgers for accounts; Researching discrepancies and making adjustments.

For GS-07: Specialized Experience at the GS-06 level is defined as: Applying the correct accounting treatment to a variety of transactions generated by a number of operating programs, activities and diversified accounts. Accounting documents contain extensive subdivision of allotments and a number of accounts are interrelated. Verify, balances, and reconciles a variety of transactions, listings, and interrelated reports involving multiple funds or a number of different control accounts. Detect errors; determine the nature of the error (considering the appropriation, allotment, and documents affected); and the type and amount of discrepancy and make appropriate corrections.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

GS-05 Substitution of Education for Experience: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.
