This position is open to current SBA employees only. This position is entitled to availability pay. Availability pay is fixed at 25 percent of a Criminal Investigator's rate of basic pay. This position is NTE September 30, 2024 and is eligible for 100% remote work or telework.
Conducts, as directed, internal preliminary inquiries or formal investigations involving violations of the United States' criminal statutes as they relate to fraud and corruption in various SBA programs.
Works independently and collaborates with others in establishing plans for the execution of the most unique, complex, and sensitive projects relating to the criminal investigative programs.
Identifies plans, directs, coordinates, and conducts extensive internal and external training and outreach relative to program areas and investigative activities.
Manages ID programs and manages the review and analysis of investigative activity requests submitted by their regions.
Provides expert policy guidance to SACs, and other supervisors, who consult with him/her on problem cases, difficulties with technical administrative operations, and hotline policies and procedures.
Reviews and evaluates statutes, rules, regulations, legal decisions, and other official reports for applicability to ID's policies, procedures, and operations. Assist the Counsel to the IG on investigative matters relating to the Privacy Act and FOIA.
You must be a current SBA career/conditional competitive service employee.
You must successfully complete a background investigation. Candidates who do not complete the required background investigation paperwork by the pre-determined due date, will be disqualified.
You are required to meet the medical requirements of the position.
You are subject to pre-appointment and random drug testing.
You must qualify with and carry a firearm.
You must be a graduate of the Federal Law Enforcement Training Center's (FLETC) Criminal Investigator Training Program (CITP) or other federal equivalent, OR agree to attend and successfully complete CITP in Glynco, GA.

SPECIALIZED EXPERIENCE STATEMENT:
GS-14: One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service that is directly in, or related to, the work of the position to be filled. Specialized experience for this position is defined as: independently plans, organizes, and prioritizes work related to: the application of a wide range of complex investigative concepts, techniques and practices in conducting criminal investigations; extensive knowledge in applying the U.S. Criminal Code, Attorney General Guidelines, and Agency investigative policy; experience in analyzing and tracing complex financial records; skill in written and oral communication, and the ability to analyze and evaluate program policies and make recommendations in order to further the organization's strategic objectives.

MEDICAL REQUIREMENT:
The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.
This position is covered under the special retirement provision for Law Enforcement Officer and Firefighter. Therefore, the maximum age for initial appointment to the 1811 series is the date immediately preceding an individual's 37th birthday. The age restriction does not apply if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special CSRS or FERS retirement provisions, including early retirement. If you have reached the mandatory retirement age of 57, you are not eligible to apply to this vacancy.
