Oversee a caseload of up to 30 in-process and/or certified CDH providers and to ensure that there are safe, developmentally appropriate environments for children 6 weeks to 12 years of age in these homes.
Provide initial assessments, ongoing monitoring, and periodic evaluations related to certification of CDH providers.
Conducts monthly home visits (to include one unannounced visit per month) to ensure CDH providers operate developmentally appropriate programs for children and youth in accordance with all Navy certification standards
Assists CDH providers to maintain an active program of parental involvement, to include a Parent Information Board (PIB), parent education opportunities, and activities that provide parents with opportunities to participate.
Ensures compliance with, and is assessed by adherence to the standards and criteria developed by the NAFCC, DoN, DoD, and the Military Child Care Act (MCCA).
Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
Position is subject to special immunization requirements as a condition of employment when working with children.
Must pass a pre-employment physical, provide evidence of immunizations, and be free from communicable disease.
This position is subject to both pre-employment and random drug testing as a condition of employment.
Must satisfactorily complete all background checks in accordance with PL 101-647 to include National Agency Check with Written Inquiries (NACI).
Must satisfactorily obtain or complete required training certificates and maintain certifications or credentials required by federal, state, or National Accreditation institution utilized as part of DoD?s Child and Youth Programs.
Qualifications
A Child Development Associate (CDA) credential, Military School[1]Age (MSA) or equivalent AND 3 years of experience where the incumbent displays knowledge of and competency in developmentally appropriate programming for children and youth. -OR-
2-year degree in Early Childhood Education (ECE),Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field of study AND 2 years of full time experience working with children or youth. -OR-
4-year degree in the above fields of study AND a minimum of 1 year of experience working with children or youth. (A minimum of a two-year degree is preferred)
Knowledge and understanding of the CDH component of the DoN CYP and its role as a viable child care option for children of military members and DoD civilians.
Knowledge of USDA CACFP or child nutrition to ensure that well balanced, nutritional meals and snacks are prepared
Skills to apply Federal and State laws governing the detection and prevention of child abuse and/or neglect.
Skill working with military families and an understanding of military lifestyles is preferred.
Must possess organizational skills necessary for program planning and scheduling. Able to speak, read and write English and possess strong interpersonal skills.
Education
A 4-year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field of study AND 3 years of full time experience working with children and/or youth;
OR A Master's degree in the related fields of study listed above, AND a minimum of 1 year professional experience working with children or youth;
OR A combination of education and experience appropriate to the position, plus appropriate experience or additional coursework that provides knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full time experience working with children or youth. (at least 24 hours of 300+ level coursework related to the field of study is required)
