Responsibilities
  1. Serve as the deputy to the Executive Secretary who acts as the clerk of court in managing the daily docketing of contested citations received from OSHA.
  2. Serve as deputy agency liaison for external communications with the parties and government agencies appearing before the Review Commission in contested cases.
  3. Review and certify appellate records of the Commission to be filed with the U.S. Courts of Appeals pursuant to Federal Rule of Appellate Procedure 17.
  4. Advise the Chairman and Commission Members with respect to all aspects of Commission procedures for processing cases.
  5. Perform legal research and recommend changes to the Rules of Procedure. Review and provide recommendations on improving all aspects of Commission procedures for the processing of cases. Draft legal documents.
  6. Maintain official case files. Assist the Executive Secretary in serving as legal custodian of the Commission's seal, official records of decisions and other public papers.
  7. Assist the Executive Secretary, who is the Commission's Records Officer, with managing the agency's official record storage program and with National Archives and Records Administration records management requirements.
  8. Assist the Office of the Chairman in performing any and all actions necessary to fulfill Review Commission annual performance goals outlined in the approved Strategic Plan.
  9. Process motions, requests, petitions, and other Commission documents.
  10. Create, record and process directions for review by the Review Commission within the prescribed period where review has been directed by a Commissioner.
  11. Perform other related tasks as assigned by the Executive Secretary.

  • This position is excluded from the provisions of the Career Transition (CTAP) and the Interagency Career Transition Assistance Plan (ICTAP).
  • This is not a remote position. The incumbent is expected to report to 1120 20th Street, NW Ninth Floor, Washington, DC 20036. However, the incumbent may telework pursuant to the Review Commission policies and directives.

Qualifications

Applicants must possess three years of professional legal experience following law school.

Applicants must have completed one year at the next lower grade level (GS-12 or equivalent) by the closing date of the announcement.

Education

Applicants must have graduated with a law degree (such as a J.D.) from a school of law accredited by the American Bar Association and be an active member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

Required Knowledge, Skills, and Abilities:

  1. Demonstrated ability to conduct legal research, engage in sound legal analysis and orally explain and discuss legal issues logically, concisely and effectively.
  2. Demonstrated excellence in writing, including the ability to draft legal analyses in a clear, precise and cogent manner.
  3. Demonstrated ability to manage multiple assignments, negotiate solutions to problems, apply initiative and good judgment, and work effectively in a team-oriented setting.
  4. Knowledge of, or experience in, statutory or regulatory enforcement (i.e., prosecution, defense, or adjudication of statutes/regulations such as those regarding occupational safety and health, environmental protection, mine safety and health, labor/employment rights, securities, etc.).
Desirable Qualifications: Experience coordinating with officials from the National Archives and Records Administration to ensure that all policies and regulations are adhered to in the course of managing an agency's records management program.
