Summary

The Deputy Director works closely with the Office of Technology, Services, and Innovation (TSI) Director in managing USAGM engineering, technical personnel and systems, which are critical to achieving the Agency's mission. With the Director, the incumbent directs planning, design and implementation of USAGM's global program delivery infrastructure to support USAGM federal and grantee networks' audio, video, and digital transmission requirements.

Help

As the Deputy Director of the Office of Technology, Services and Innovation (TSI), you will be responsible for duties to include, but are not limited to:

  • Supervises subordinate managers and serves as an advisor to the Director and executive leadership on engineering, technology, and program delivery programs, projects, and issues.
  • Collaborates with the agency Chief Information Officer (CIO) and other Office of the CIO personnel with respect to overlapping policy development and implementation, including but not limited to information security, privacy and confidentiality; supports the planning, acquisitions, and delivery of information systems ensuring the effectiveness and efficiency of agency information systems and services.
  • Directs management of technical systems and facilities, including design, construction, and other initiatives necessary to accomplish approved program delivery objectives of USAGM networks and affiliates.
  • Oversees operations and maintenance of the central engineering organization and the worldwide complex that distributes and transmits programming to audiences around the globe.
  • Serves as a principal advisor to the USAGM community on technical programs and broadcast technology initiatives.
  • Establishes, maintains, and oversees a systematic process by which the acquisition and administration of relevant workforce, fiscal, and facility resources are planned, justified, documented, and executed with appropriate control mechanisms.
  • Represents USAGM in dialog with other governmental agencies, private industry and foreign countries on broadcast technology, program delivery, and related technical issues.
  • Provides managerial, scientific, and technical leadership through subordinate managers and supervisors to a highly specialized and professional staff responsible for a wide range of engineering and technology programs.

  • This is a top-secret position. If selected, this position requires the completion of the SF-86
  • If selected, you will be subject to a background investigation for federal employment and the ability to obtain a clearance. The background investigation will include, among other aspects, a review of your credit and legal history.

Qualifications

Applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

To meet the minimum qualification requirements for this position, you MUST address each Mandatory Technical Qualification (MTQ) and Executive Core Qualification (ECQ) separately. When preparing your responses to the MTQs and ECQs, you are encouraged to follow the Challenge, Context, Action and Result model outlined in the OPM's Guide to Senior Executive Service Qualifications. Your examples should be clear and concise, and emphasize your level of responsibilities, scope of complexity of programs managed, and program accomplishments including the results of your actions. ECQ narrative statements may not exceed ten (10) pages; MTQs may not exceed two (2) pages. Please included your full name on all documents submitted.

Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to provide ECQs narratives.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Mandatory for all applicants.
MTQ 1: International Broadcasting and Media Acumen - This qualification involves and requires comprehensive knowledge of essentials of international broadcasting and extensive knowledge of audio, video and digital media technologies.

MTQ 2: Global Telecommunications Systems Acumen - This qualification involves and requires extensive background and knowledge of the characteristics, capabilities and requirements of global telecommunications systems, equipment and services and a broad knowledge of electronics engineering as it relates to radio, television, and digital broadcasting and telecommunications.

EXECUTIVE CORE QUALIFICATIONS: Mandatory for all competitive applicants.
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, or international organizations to achieve common goals. Competencies: Partnering, Political Savvy, Influencing/Negotiating.

Actual salary for Senior Executive Service positions may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.

Veteran's Preference does not apply to the Senior Executive Service.

Highly qualified candidates may be invited to participate in structured interview and undergo a reference check. The ERB will make recommendations on the final selections to the approving authority.
