About the Position: You will serve as a regulatory specialist with technical expertise in permit application, compliance, and/or enforcement.
Utilize a professional knowledge of natural, physical, and social sciences theories, practices, and methodologies, as they relate to the natural and human environment.
Assist in the development of general permits (GP) and procedures for implementing directives from higher authority.
Serve as a District representative on groups and task forces with missions of interest to the District and/or the regulatory program.
Represent the Corps as an expert witness in court cases on permit decisions and/or enforcement actions in which he/she was involved.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
Appointment to this position is subject to one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
This position has a business travel requirement of 25% of the time.
Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Education:
Basic Requirement for Geographer (0150)-
A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Biologist/ Environmental Scientist/ Regulatory Specialist (0401)-
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for General Physical Scientist (1301)-
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11: Specialized Experience: One year of specialized experience which includes experience 1) Ensuring compliance of regulatory work with applicable legal standards and other requirements and that such work is implemented in an environmentally sustainable manner; 2) Identifying, interpreting, and evaluating a variety of regulatory factors and related natural, cultural and social conditions; 3) Ensuring an integrative approach toward interpreting and determining significance of relationships, evaluating and recommending alternatives, conducting studies, determining potential impacts, anticipating and resolving problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-09: Specialized Experience: One year of specialized experience which includes experience 1) Utilizing a broad range of environmental principles, regulations, policies, procedures, laws, and techniques to ensure that regulatory work is in compliance; 2) Identifying and determining the significance of the interrelationships existing among various natural and human phenomena and the processes of change which result from the impact of planned construction activities; 3) Applying knowledge of vegetation, soils, and hydrology sufficient to verify wetland delineation's. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-07: Specialized Experience: One year of specialized experience which includes experience 1) Preparing or evaluating the adequacy of environmental documentation or similar analyses; 2) Presenting, explaining and describing environmental issues, problems, and solutions to diverse audiences. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
