Duties

The Program Specialist assists in setting the tone for the Library’s overall programmatic agenda, by building or advising on individual programs and program series, requiring: program strategy, planning, management, execution and evaluation. The incumbent assists the Director, working in a high demand atmosphere, often with short timelines for program execution and often working under pressure with multiple programs at different stages in their life cycle.

As assigned, the Program Specialist assists in creating and advising on one-of-a-kind, innovative, audience-centered program planning by: performing program administrative support functions, creating project plans, collaborating with Library experts, monitoring deadlines, forecasting obstacles, understanding audience lifecycles, and managing contracts which may require certification as a Contracting Officer Representative. The Program Specialist tracks budgets and plans, and, as assigned collaboratively coordinates support for on and off-site programs, and liaises with key stakeholders and service providers concerning program needs. Programs may include, but are not limited to, community engagement, public programs, national festivals, national conferences, annual celebrations, Library prizes, key partnerships collaborations, and exhibit openings.

The Program Specialist is responsible for contributing to a portfolio of projects directly related to the mission of the CLLE and the Signature Programs Office. Projects may be executed on an individual or group mandate, within the office or across the institution.

Serves as a liaison for the Office of Signature Programs, and the CLLE. Initiates, establishes and maintains effective and professional working relationships with CLLE staff at multiple levels, as well as across the institution and industry professionals. Serves as a liaison for the organization in matters under the purview of the directorate. Communicates and collaborates with stakeholders throughout the Library and outside the agency with industry professionals. Effectively communicates orally and in writing to both technical and non-technical staff concerning Library signature programs. Works collaboratively inside and outside the agency to facilitate and encourage the development and implementation of institution-wide best practice standards and serves on Library committees.

Utilizes automated systems to perform administrative functions such as preparing requisitions, orders, and other items to support routine needs and daily operations. Performs office automation duties which include the preparation of special and recurring reports which may include complex graphs, charts, and tabular material. As assigned, prepares memoranda, correspondence, press releases, project review decisions, meeting minutes, standard policies and procedures, and other organization-specific documents relevant to program activities.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
