Duties

Help

Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.

Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.

Develops detailed plans to improve efficient operations; providing leadership; implementing plans and initiatives to achieve mission and policy objectives; and assessing program accomplishment and making course corrections when necessary.

Manages short and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs.

Implementation of program/project management; strategic planning; workforce planning; acquisition planning; budget formulation and justification; quality improvement methods and initiatives; financial analysis; measurement and support, programmatic internal controls, analytics, and reporting tools.

Develops priorities for effective use of resources.

Consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in study and discussion of effective and efficient resource use and distribution.

Obtains and/or develops models for managing various issues, identifies and resolves problems that are barriers to achieving goals.

Qualifications

Your resume must reflect Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position. Specialized experience for this position includes but is not limited to: Managing the design, development, and deployment of IT services, systems, and applications to an organization; Leading and monitoring the development of new IT services or initiatives; Providing technical guidance and direction on the development and delivery of IT services; Providing advice and consultation to management and customers on IT services; Experience in leading others to ensure organizational outcomes can be achieved, to include strengthening the organization's ability to meet mission outcomes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Additional information

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
This term appointment may be extended up to a maximum total period of 4 years or terminated at any time at management discretion. DOI may extend this appointment up to four additional years if the Direct Hire Authority remains in effect. No individual may serve more than eight years under this appointment. Selection does not confer eligibility to be promoted or reassigned to other positions or to be non-competitively converted to a career-conditional appointment.

Selection for this term position may require serving a 1-year trial period.
