  • Provides program leadership and consultation for short and long term strategic fire management planning, assessments, and interagency and/or unit fire management plans.
  • Implements program management direction for interagency and/or national forest and grasslands fire planning efforts.
  • Provides technical expertise in strategic and local fire planning analysis systems, models, and decision support systems.
  • Provides input for the development of plans and fire management alternatives in coordination with Regional Office staff.
  • Provides wildland fire planning technical support and coordination to fire management officers, land or resource management staffs, and planners throughout the region/area.
  • Works towards an interagency approach to wildland fire management planning, striving for consistency in strategic fire planning analyses to ensure efficiency and effectiveness between cooperating agencies.

  • Minimum of 90 days of wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).
  • Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination.

Qualifications

Specialized Experience Requirement:

For the GS-9 Level. You must have one year of specialized experience equivalent to GS-7 in the Federal Service; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Examples of experience include: Assisting in developing long and/or short range plans for fire and/or aviation management. Participating in functional reviews and annual readiness inspections for fire management. Assisting in providing technical expertise in developing, coordinating, and consolidating fire management plans needed to meet fire program objectives. Utilizing systems for fire planning and analysis such as specialized software and modeling, e.g., databases, graphic tools, and Geographic Information Systems (GIS) applications.

For the GS-11: You must have one year specialized experience equivalent to the GS-9 in the Federal service; OR Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled) OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Specialized Experience is defined as the following: Developed and evaluated prescribed fire plans or fire management plans; Evaluated the adequacy and effectiveness of fire and aviation management programs through on-the-ground inspections; Provided guidance on data collection and evaluation of fire hazard risk, fuels, historic fire occurrence, fire effects, climatology and weather; and/or Assisted in the development annual program of work including budget allocations and severity requests for fire and/or aviation management.

For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Examples of Specialized experience is defined as the following: Directed a fire management program including developing long and short range objectives; Developed an annual program of work and budget proposals to support fire management programs; Participated in planning sessions involving internal and external entities, specifications and criteria for fire, fuels, and aviation management.

Selective Placement Factors

A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
