Duties

Help

As a Budget Analyst (Public Notice Flyer), you will:

  • Perform routine budget analysis functions in assigned areas including budget formulation, budget presentation-enactment, or budget execution.
  • Have knowledge of budget methods, practices, procedures, regulations, and other guides.
  • Assist in the preparation of budget estimates and justifications; interpreting 0MB directives and circulars; providing information and advice to program managers;
  • Review bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget
  • Recommend reprogramming of funds as needed.
This Job Opportunity Announcement may be used to fill other Budget Analyst (Public Notice Flyer) GS-0560-11/12 PFL: 13 positions within the Economic Development Administration in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-11 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as experience:

  • Assisting in formulating budget estimates;
  • Comparing cost-benefit ratios of alternative budget and program actions; and
  • Advising on regulations, policies, and precedents in the budget process.

Substitution of Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related -OR-

Combination: A combination of the required experience and education for this grade level.

To qualify at the GS-12 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as:

  • Reporting on the rate of expenditure of funds and trends to management;
  • Analyzing budgetary and financial data submitted by stakeholders to ensure consistency with budget plans and policies;
  • Preparing statements and supporting materials used in presenting funding requests and budget recommendations; and

Education

There is no positive education requirement for this position.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under the Disaster Relief Supplemental Appropriations Act, 2023's Hiring Authority as an employee under the Excepted Service for a period not-to-exceed two (2) years.
